Responsibilities

This position reports to the Direct Programs Division Manager within the Enterprise Infrastructure Programs (EIP) Directorate and provides program and project management support. This position will have key responsibilities with managing and maintaining branding efforts for the Infrastructure Directorate, overseeing key communications within the Direct Programs Division, and managing small infrastructure projects (<$5M) through the entire lifecycle. Candidate must possess the ability to communicate technically and be able to translate project information into presentations and metrics for Management. The selected candidate will demonstrate strong communication, leadership, and analytic skills and be able to work in a dynamic environment.

 

Key Responsibilities

  • Under general supervision a Program Manager, manages small projects (<5M).
  • Participate in all aspects of the project(s) over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing), using MSTS project management processes, techniques, and tools.
  • Manage the Infrastructure branding effort through ownership and update of the infrastructure poster catalog, coordination of new inSite articles, updates to the NNSS Infrastructure Webpage, and lobby refreshes reflecting key functions of a facility/location.
  • Identify and drive branding and communication opportunities that demonstrate past, current, and future Infrastructure projects and initiatives.
  • Integrate with multiple organizations, including: EIP, Project Planning, Project Execution, and other MSTS organizations as needed to support branding efforts.
  • Oversee key Direct Programs communications including accomplishments gathering, monthly reporting, site walk downs, and presentations for the NNSA sponsor, management, or EIP team functions.
  • Support EIP hosted events for NNSA sponsors and MSTS management through coordination of updates to communication materials (posters, brochures, etc.).
  • Provide Program and Portfolio analysis through capturing and analyzing data to create summary metrics and presentations used for communications and performance tracking.
  • Owner of action tracking for the Direct Programs Division.
  • Develop and progress MSTS and EIP initiatives and strategic planning efforts supporting the Infrastructure Portfolio.
  • Apply project management best practices and processes through an Integrated Project Team approach for such items as project planning, work authorization, monitoring project performance, and controlling the project baseline.

Qualifications

  • Bachelor's degree in a related field or equivalent training and experience and 2 years' related professional experience.
  • Previous project management experience defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.
  • Communication: Ability to exercise high degree of accuracy required in writing technical documents and ensuring all Company policies and procedures are followed. Must possess excellent oral and written communication skills to interface with all levels of the organization effectively.
  • Organization skills: Ability to track multiple projects/activities, working with multiple stakeholders in a dynamic environment.
  • Computer skills: Must be fluent in Microsoft Office including Excel, PowerPoint, Word, SharePoint, and Teams and the ability to learn new applications.
  • Critical Thinking & Problem Solving: Evaluates alternatives and identifies solutions using systematic, multi-step
  • Collaboration: Facilitates discussion and resolves conflicts within the Integrated Project Team (IPT) and with stakeholders. Established trust among IPT members. Builds and uses cross-functional relationships to accomplish tasks. Establishes, manages, and leads small IPTs (<10 people).
  • Decision-Making: Demonstrates effective decision-making skills, including knowledge of how and when to escalate issues to higher levels. Analyzes the risks and future impact of decisions.
  • Must treat all information and data within the scope of the position with appropriate confidentiality and security.
  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
  • Work schedule will be 4/10s Monday through Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $73,424.00 - $110,136.00.


Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
