Responsibilities

The Global Mission Communications Program Division (GMCPD), Emergency Communications Network (ECN) Global Communications Department is seeking a high performing individual to join our team as a Senior Mission Communications Specialist (Network).  This position is located at the Remote Sensing Laboratory, Nellis (RSL-N) on Nellis Air Force Base in Las Vegas, Nevada and will focus on providing network systems design, support, installations and troubleshooting.  Travel is required in support of installations, restorations, and national emergency response missions.

 

Key Responsibilities

  • Develop and design communications-centric solutions to meet mission demands for the Global Mission Communications Programs Division (GMCP) and the Emergency Communications Network (ECN) Program at the Remote Sensing Laboratory–Nellis.
  • Participate in GMCP and ECN Program drills, exercises, and real-life CONUS/OCONUS missions.
  • Troubleshoot the installation, operation, build, and maintenance of mission response infrastructure equipment, software, hardware, video teleconference, audio-visual and next generation communications kits.
  • Is familiar with current satellite, voice, video teleconference, data communications, and/or cybersecurity policies and practices.
  • Suggest engineering change requests for acquisitions and integration of program-related equipment and software.
  • Design and implement network systems supporting ECN programs and projects to include the installation operation and maintenance of the network infrastructure.
  • Install, configure, troubleshoot, and maintain network CISCO infrastructure software and hardware.
  • Identify, define, and document network infrastructure requirements and recommends solutions
    to management.
  • Develop, execute, and track the performance of security measures to protect information and network infrastructure and computer systems.
  • Provide technical expertise and guidance to cyber and data operations engineering teams to ensure that network designs and implementations are effectively integrated.
  • Collaborate with cross-functional teams to ensure that network architecture and maintenance requirements are incorporated into data systems and cyber design, development, and implementation processes.
  • Stay updated on the latest technologies, industry trends, and security threats, and provides recommendations for improving the network.
  • Provide cybersecurity guidance and support throughout the IT system lifecycle.
  • Collaborate with outside cybersecurity interests such as Counterintelligence, other DOE sites,
    US-CERT, and law enforcement.
  • Assist in researching, compiling, and analyzing technical data.
  • Assist the other senior engineering staff with the execution of their assigned duties.
  • Assist with data calls and FISMA reporting.
  • Perform other duties as assigned by management.
  • Participate in the Deployment Authorization Program (DAP) for emergency response and temporary duty location (TDY) for non-emergency response travel.
  • Participate in training activities and exercises.
  • May serve as an emergency responder as job dictates.
  • Support national emergency response groups’ emergency response drills, exercises and real-world events through on-call availability and travel via commercial and military aircraft when required.
  • May travel as part of an installation or restoration team when directed and participate as a deployed member of national emergency response groups when required.
  • Assist with promoting project management best practices and continuous improvement.
  • Develop and comply with validation requirements, standard-operating procedures, and change control maintenance for product lifecycle.
  • Perform within change control and ticketing system environment.
  • Participate in after-hours support pool. Requirements include evening and weekend availability.
  • Document adjustments made to hardware and software components and provides documentation for new systems as needed.
  • Develop and maintains procurements, procedures, documents, inventories, and reports to ensure compliance with DOE Orders, company procedures, etc.
  • Help maintain processes, plans, vehicles, equipment, and systems in a deployment-ready status.
  • May establish working relationships with client and vendor organizations.
  • Professionally interfaces with clients, outside businesses, governmental, tribal, and military agencies as required.
  • Mentor junior staff as required.
  • Contribute to an overall productive and respectful work environment by providing excellent customer service and working in a positive, collegial manner always.
  • Perform other duties assigned by Management.

Qualifications

  • Bachelor’s degree in a computer-related field or equivalent training and experience and at least 5 years of related experience.
  • Cisco Certified Network Associate (CCNA) certification required.
  • Experience with Cisco network hardware (routers, switches, and firewalls) required.
  • Preferred certifications include:
    • Cisco Certified Network Professional (CCNP) certifications (including Routing and Switching)
    • Cisco Certified Design Associate (CCDA)
    • SolarWinds Certified Professional (NPM/NCM/NTA)
    • Certified Information Systems Security Professional (CISSP)
  • Desired working knowledge and experience of communications support, ECN program, and NNSA mission.
  • Deep understanding of networking protocols and technologies (e.g., IPSEC, HSRP, BGP, OSPF, 802.11, QoS, SD-WAN).
  • Hands-on experience with monitoring, network diagnostic, and network analytics tools (e.g., Cisco DNA Center, SolarWinds).
  • Ability to design and implement network infrastructure based on organizational requirements.
  • Experience with network hardware and software configuration.
  • Excellent problem-solving and analytical skills.
  • Ability to document network configurations, processes, and procedures.
  • Ability to provide network engineering support and training to other team members.
  • Ability to multitask as required between responsibilities.
  • Able to communicate with all types of people in a tactful, professional, and effective manner while screening and maintaining confidentiality.
  • Able to remember extensive policies, procedures, terminology, schedules, personnel, and other details.
  • Able to deal with pressure of handling multiple tasks, complaints, frequent interruptions, and time constraints.
  • Knowledge of Microsoft products.
  • Knowledge of basic math, grammar, spelling, and punctuation.
  • Excellent oral and written communication skills.
  • Candidate must be a team player with good customer service skills and the ability to work flexible hours if required.
  • This position is located at the Remote Sensing Laboratory, Nellis (RSL-N) on Nellis Air Force Base in Las Vegas, Nevada.
  • The work schedule for this position will either be 4/10s, 9/80, or 5/8s (per management discretion). Must be willing to perform on-call duty and ensure availability to work non-standard hours.
  • Personnel may be requested by leadership to work in excess of 40 hours per week due to projects, activities, and emergences; critical operational demands may occasionally require off-shift work.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is:  $92,892.80 to $139,339.20.

 

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
