Responsibilities

The Primary Underground Laboratory Subcritical Experiments (PULSE) Construction Manager is responsible for managing, planning, organizing, and controlling construction projects at the PULSE Facility. This role will lead, coordinate, and monitor construction operations at PULSE ensuring safe and efficient work and overseeing all personnel and projects. Specific responsibilities include leading DOE 413 projects and general site projects supporting larger DOE 413 projects, which includes include leading lower-level construction managers and project managers while these projects are executed at the PULSE facility. Other responsibilities will include managing a building and trades union work force and subcontractors; resolving union grievances with both self-perform and subcontracts work force; working with cost account managers and project managers for schedule and budget performance. This person that fills this position will champion beyond zero safety culture and work with other MSTS organizations to promote a safe and compliant project site.

 

Key Responsibilities

  • Coordinate and monitor field operations for projects they are being executed at the PULSE Facility.
  • Direct project administration in a correct and timely manner from start to completion of project.
  • Ensure construction managers have materials and equipment to build the projects.
  • Define, develop, and maintain a skilled, knowledgeable, and capable team to execute all assigned projects.
  • Manage the execution of sub-contracted construction projects and all low-tiered subcontractor.
  • Meet operational standards by contributing construction information to strategic plans and reviews.
  • Meet construction budget and schedules by monitoring project expenditures.
  • Conduct strategic and tactical management planning.
  • Act as senior level advisor to peers and management team on issues that affect company performance and business relationships.
  • Monitor Key Performance Indicator (KPI) metrics for review and performance monitoring.
  • Manage administrative, cost, schedule, and performance of all functions; evaluates critical issues/impacts and determines corrective actions.
  • Actively assist in defining technologies, competencies, and skill bases required to develop and accomplish services.
  • Promote ‘organizational learning’ concepts and provides leadership that encourages continuous improvement in cost reductions and enhancements in the performance of the organizational and all projects.
  • Establish clear responsibility and accountability for carrying out requirements.
  • Anticipate risks and assures risks inherent in operations are identified, controlled, or transferred.
  • Create an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.
  • Perform other duties as assigned.

Qualifications

  • Bachelor's degree or equivalent training and experience, plus a minimum of 17 years of related and progressively responsible experience.
  • In addition, must have DOE 413 project experience at a minimum one DOE 413 project must be identified and verified upon meeting the requirements.
  • Must be innovative and have good problem-solving skills while managing a union work force.
  • Experience and verification of a minimum one large project 500M or above.
  • Ability to deal with the pressure of handling multiple tasks/priorities, complaints, and time constraints.

  • The primary work location will be at the PULSE in Area 1 at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change) and will be require weekend work when demanded by project schedules.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license. 

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $178,068.80 - $289,369.60. 


Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
