Responsibilities

The Principal Facilities Specialist will support activities at the Area 12 Tunnel Complex Facilities and report directly to the A12 Manager. Assigned facilities may include one or more of the following types of facilities: administrative, industrial, radiological, balance of plant real estate, emergency response training venue, and research, development and evaluation test beds.

 

Key Responsibilities

  • Principal contact for the day-to-day facility operations in the Area 12 Complex.
  • Create and revise work authorization documents ensuring safe mission execution, and conduct management self-assessments.
  • Synchronize all work activities conducted within the boundaries of the facility and infrastructure, asset planning and stewardship, and sustainability.
  • Manage the maintenance and operating budget for all facilities in portfolio.
  • Create strategic plan for facilities, planning and managing fiscal targets and schedules.
  • Furnish technical suggestions and advice on alterations and improvements to physical facilities, maintenance and repair work, and operating services.
  • Assist in the development of preventative and corrective maintenance program.
  • Assist in negotiations with architects, engineers, and contractors.
  • Assist in planning and coordination of comprehensive program for the operation, maintenance and repair of facilities and appurtenant structures.
  • Inspect buildings and/or grounds to identify and recommend repairs needed.
  • From time to time, may be required to make engineering decisions in emergencies without engineering review.
  • Conduct space validation facility inspections.
  • Provide project management support for projects under construction, including coordination with procurement, subcontractors, construction, engineering design, and Site Services management.
  • Perform various support functions in the planning process to determine maintenance long range costs, get field data in support of proposed projects, and to help find alternative solutions that will affect cost and/or energy savings overall.
  • Prepare and approve Real Estate Operations Permits (REOP).
  • Prepare and approve National Environmental Protection Act (NEPA) permits.
  • Prepare reports and recommendations for management on the technical and administrative aspects of the Facilities program.
  • Perform other duties assigned by Management.

Qualifications

  • Bachelor’s degree in related field or equivalent training and experience with at least 8 years of professional level experience.
  • Must have excellent written and oral communication skills to interact with facility tenants, supporting organizations, external customers, and visitors.
  • Knowledge of building systems and supporting processes to ensure safe and efficient operations. Practical facility management experience required.
  • Must be able to deal effectively with conflicting deadlines.
  • Demonstrated leadership qualities with emphasis on continuous improvement and team building.
  • Skilled in Microsoft Office (Word, Excel and PowerPoint are desired).
  • Must be able to respond to emergency facility issues 24/7.
  • Physical Requirements include; ability to stand, sit and walk for prolonged periods of time.  Must have the ability to climb, crouch and reach.
  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule will be 4/10; Monday - Thurs from 6:00 am - 4:30 pm or 7:00 am - 5:30 pm (Subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must have a valid drivers’ license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is:  $97,451.09 - $148,612.91.


Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
