Responsibilities

This position is located at the Department of Energy's (DOE) Remote Sensing Laboratory on Joint Base Andrews. The qualified candidate will participate in planning, coordinating and executing activities for national emergency response assets that participate in trainings, exercises, and real-world events. Develop and maintain procedures, documents, and reports for internal and external dissemination that are in compliance with DOE orders, as well as company procedures. 

 

Key Responsibilities

  • Populate and update frequently DOE time sensitive databases with relevant asset information to include training requirements, asset event status, and budgetary updates. 
  • Develop and maintain with version controls procedures, documents, reports, and track requests for information for all matters relating to emergency response teams.  
  • Professionally interface with various personnel within and outside DOE, to include federal management and interagency entities.  
  • Become qualified and complete necessary training requirements for deployable and home team operations support. 
  • Develop and maintain relationships with other government agencies and external parties to facilitate exercise/drill requirements. Prospective candidates may require playing the role of a "trusted agent" in exercises.
  • Perform related work as assigned by Management.

Qualifications

  • Bachelor’s degree in related field and at least 5 years of professional level experience or equivalent training and experience.
  • Ability to utilize independent judgment, creativity, initiative, and ability to apply knowledge and experience to resolve problems and compose correspondence and reports.
  • Ability to deal with pressure of handling multiple tasks, complaints, frequent interruptions, and time constraints.
  • Maintaining additional specialized training qualifications and the ability to work non-standard hours as dictated by emergency response activities. 
  • Ability to systematically archive, categorize procedures, terminology, schedules, emergency response events, and other details. 
  • Experience in the use of web-based software, applications, Share Point sites and Microsoft Office applications.
  • Experience in preparing and submitting written reports detailing project progress, issues, and/or risks in a timely manner.
  • Ability to exercise high degree of accuracy and possess excellent organizational skills. 
  • Possess outstanding oral and written communication skills to interface with personnel effectively.
  • Occasional domestic travel will be required (10%).
  • Must be willing to perform non-working hours, on-call duty, and ensure availability to work non-standard hours and deploy worldwide on short notice. 
  • Must be capable of performing moderate lifting and be medically qualified for deployment operations. 
  • Must submit to immunization for worldwide travel. 
  • Background in emergency response or similar work environment involving “on call” responsibilities is desirable.
  • Communicate and collaborate with colleagues at our RSL office in Las Vegas, NV at Nellis Air Force Base.
  • The primary work location will be based at the Remote Sensing Laboratories at Andrews Air Force Base, Maryland (RSL-A).
  • Flexible work schedule can be negotiated with the manager; employees can work 5/8's, 9/80's or 4/10's workweeks.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is $80,308.80 - $120,452.80.

 

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
