Responsibilities

The Enhanced Capabilities for Subcritical Experiments (ECSE) Department is searching for a Manager II that will have the responsibility of delivering an advanced physics testbed within the U1a tunnel complex at the Nevada National Security Site.  The Z-Pinch Experiment Underground System (ZEUS) will use neutrons generated by a Dense Plasma Focus (DPF) to study the fission reactivity of special nuclear materials during weapons experiments.  In this role, you will apply project expertise to deliver the testbed infrastructure of this crucial diagnostic capability supporting the US nuclear deterrent. The ZEUS Testbed Project is a DOE O 413.3B project that will design, construct, and commission the testbed infrastructure (e.g., new mining, mechanical systems, experimental interfaces, etc.). This position reports to the Project Director of ECSE Infrastructure for of Mission Support and Test Services (MSTS, LLC), the Management & Operations Contractor of the NNSS.

 

Key Responsibilities

  • Manage large projects ($20-50M TPC) that may involve complex and technically challenging scopes of work. Responsible for all aspects of the project over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing).
  • Provide executive-level management of the design, construction, hand-off, and transition to operations of the ZEUS Testbed DOE 413.3B project.
  • Ensure all program/mission requirements defined by the Key Performance Parameters are fulfilled in a safe, secure, environmentally responsible, cost-efficient manner.
  • Maintain primary responsibility to work with the partner weapons labs to ensure that the ZEUS testbed meets user needs.
  • Establish technical and administrative controls to ensure the Project is executed within approved cost, schedule, and technical scope.
  • Develop and implement procurement acquisition plans to ensure timely delivery of the materials and subcontracts required to build the testbed.
  • Develop and nurture effective executive-level external and internal customer relationships (partners, Nevada Field Office and NNSA HQ customers).
  • Manage and nurture core team of project management professionals to execute the project.
  • Support the development and implementation of the Documented Safety Analysis (DSA).
  • Ensure Environment, Safety, Health, and Quality (ESH&Q) responsibilities and requirements are integrated into the Project and that Project activities are conducted in a safe and environmentally sound manner.
  • Participate as a Core Member of the Federal ZEUS Testbed Project Integrated Project Team and Change Control Board.
  • Promote ‘organizational learning’ and ‘continuous improvement” concepts and provides leadership that encourages continuous improvement in cost reductions and enhancements in the performance of NNSA/NSO, program/project, and other customers' missions.
  • Establish clear responsibility and accountability for carrying out requirements.
  • Anticipate risks and assures risks inherent in construction and operation are identified, controlled, and mitigated.
  • Create an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.
  • Perform other duties assigned by Management. 

Qualifications

  • Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience. 
  • A nationally recognized certification in Project Management (i.e. Project Management Institute Project Management Professional ®) is preferred.
  • Previous project management experience and responsibilities should include:
    • Managing large ($20-50M TPC) sized projects and project teams (20-100 people) through representative project lifecycle phases;
    • Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints;
    • Maintaining satisfaction of stakeholders with differing needs and expectations;
    • Managing communications between project stakeholders and team members;
    • Identifying and complying with project requirements in development of products and deliverables;
    • Managing the project team in successfully achieving project scope, schedule, and cost objectives.
    • Managing nuclear, research and development, environmental, Homeland Security, or Department of Defense projects in a Department of Energy (DOE) National Nuclear Security Administration (NNSA) regulatory environment.
  • Advanced, expert-level knowledge of and demonstrated experience in all aspects of program and project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
  • Demonstrated experience in successfully developing, planning, and managing technically complex and multidisciplinary programs/projects. (EVM)
  • Demonstrated experience leading strategic and tactical planning and execution.
  • DOE O 413.3B knowledge and/or experience as it relates to project planning and execution.
  • Prefer demonstrated experience working with the Department of Energy (DOE) or National Nuclear Security Administration (NNSA) or equivalent at headquarters or field office level, or with state or federal regulators, or other national security agencies.
  • Advanced, expert-level knowledge of and demonstrated experience in the technical or operational disciplines related to the ECSE portfolio.
  • Demonstrated experience in management, supervision, and development of assigned employees.
  • Demonstrated experience in interacting effectively with all levels of external and internal personnel, building trust, gaining consensus, and resolving conflicts.
  • Demonstrated excellent oral, written and interpersonal communication and presentation skills.
  • The primary work location will be in North Las Vegas, Nevada with frequent trips to the forward areas of the Nevada National Security Site (located 90 miles northwest of Las Vegas, Nevada).
  • The work schedule is (4)10-hour shifts, Monday through Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $148,324.80 - $237,328.00.

 

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
