Responsibilities

The PPD Division Manager reports to the Manager of Project Delivery within the MSTS Infrastructure organization.  The selected candidate will:

 

Key Responsibilities

  • Serve as the Project Portfolio Manager for all complex, non-line-item Nevada National Security Site (NNSS) construction projects; responsible for leadership of a project team tasked with delivering complex projects.
  • Direct and manage a team of project managers tasked with delivering projects during development, design, pre-construction, construction, and close-out phases.
  • Aid the project delivery team by coordinating the efforts of internal, consultant, and contract personnel, as needed; working knowledge of project management techniques, including development of project scope, budget, and schedule; ability to determine work priorities, standards, techniques, and appropriate guidelines.
  • Support the achievement of organizational goals and objectives, embracing the company’s core values and expected behaviors with a commitment to operational excellence.
  • Implement and coordinate efforts to find efficiencies, and control and reduce the cost of operations within the assigned Division and at the site.
  • Demonstrate environment, safety, health, and quality leadership and consistently enforce environment, safety, health, and quality policies and procedures across the assigned Division within the Planning and Project Delivery Directorate (PPDD).
  • Aid in the development, planning, and implementation of effective baselines for successful project execution.
  • Aid project managers in the change management process, reviewing project scope for alignment with proposed change, and ensuring effective communication; review project artifacts; responsible for regular and periodic reporting of project status.
  • Ensure that program requirements are met.
  • Ensure Integrated Project Team (IPT) effectiveness under his/her purview.
  • Drive a continuous improvement mentality and actively encourage the use of lean principles within areas of responsibility.
  • Actively assist in defining competencies and skills required to develop and accomplish services.
  • Anticipate risks and assure risks inherent in operations and project delivery are identified, controlled, or mitigated.
  • Promote and actively participate in integrated health and safety programs. Encourage and support employees’ participation in health and safety initiatives.
  • Ensure projects are adequately prepared and progressed through the Construction Project Phase Gate process.
  • Maintain staff by recruiting, selecting, orienting, and training employees; maintain a safe, secure, and legal work environment; develop personal growth opportunities and opportunities for staff development based on observed competencies and abilities of assigned staff.
  • Accomplish staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
  • Assist with establishing strategic goals by gathering pertinent business, financial, service, and operations information; identifying and evaluating trends and options; choosing a course of action; defining objectives; evaluating outcomes.
  • Accomplish financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
  • Maintains quality service by enforcing quality and customer service standards; analyzing and resolving quality and customer service problems; identifying trends; recommending system improvements.
  • Perform all other duties as assigned by PPD management.

Qualifications

  • Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.

  • At least 5 years of previous supervisory experience desired. 

  • Advanced degree in a STEM or business field desired.

  • Must have knowledge and skills sufficient to lead the development of key project elements, schedule, cost, risks, and possess a strong understanding of program/project management concepts.
  • Intermediate working knowledge of Earned Vallue Management System, G2, and other Nevada National Security Administration performance management tools is a plus but not a requirement.
  • Experience managing teams of project and program management professionals and a demonstrated ability to coach, mentor, and foster teamwork.
  • Demonstrated ability to resolve problems, manage conflict, and provide constructive feedback.
  • Ability to exercise high degree of accuracy required in writing technical documents and ensuring all company policies and procedures are followed.
  • Must treat all information and data within the scope of the position with appropriate confidentiality and security.
  • Primary work location will be at the North Las Vegas Facility with a Site-Flexible schedule.
  • Work schedule for this position will be 4/10’s Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $148,324.80 - $237,328.00.

 

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
