Overview

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).  Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy.  Our VISION is to be the user site of choice for large-scale, high-hazard, national security experimentation, with premier facilities and capabilities below ground, on the ground, and in the air. Responsibilities

We are seeking an experienced HR professional who will apply business knowledge and human resources expertise to a variety of HR support functions. This is a generalist position that will work special projects as assigned. This position will report to the Director of HR.

 

Key Responsibilities

  • May provide support for talent acquisition, workforce planning, employee development, forecasting, hiring, onboarding, succession planning, recruiting strategies, compensation activities, development of benefit plans, benefit issues, open enrollment, staff relations, learning and organizational development, and written persuasive documents and presentations.
  • Make sound and timely recommendations and responses on a variety of HR-related subjects in accordance with our processes and practices.
  • Champion HR best practices while facilitating a positive relationship between personnel, employment candidates, partners, and senior management.
  • May provide coaching on areas of expertise and provide action to successfully implement innovative ideas.
  • May represent employer in community and recruiting events.
  • Adheres to AA/EEO compliance, legal obligations, employer policies and procedures, and maintains strict confidence with sensitive HR records and information. Complies with all local, state and federal regulations.
  • Develop human resources solutions by collecting and analyzing information and recommending courses of action.
  • Complete special projects by clarifying project objectives, setting timetables and schedules, conducting research, developing and organizing information, relaying deliverables, and motivating others.
  • Manage expectations by communicating project status and issues, resolving concerns, analyzing time and cost issues, and preparing reports.
  • Prepare reports by collecting, analyzing, and summarizing data and trends.
  • Stay abreast of HR trends and regulations and makes recommendations for continuous improvements.
  • Support the HR department in implementing programs to help improve the employee experience.
  • Perform other duties assigned by Management.

Qualifications

Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor’s degree in related field and at least 5 years of professional level human resources experience, or equivalent training and experience.
  • Direct experience preferred: Demonstrated skills in talent acquisition, recruiting, screening, interviewing, recruiting tools (HRIS and ATS), and benefits administration (preferably in a government contracting environment).
  • Knowledge of employment laws and best practices.
  • Must understand and be able to communicate regarding all HR functions.
  • Must have excellent interpersonal relationship building skills and be able to communicate effectively verbally and in writing.
  • Must be proficient in MS Word, Excel, Outlook, and PowerPoint.
  • Proficiency with or the ability to quickly learn the HRIS and talent management system.
  • Must have strong organizational skills, analytical skills, be detail oriented, and be able to juggle multiple assignments in a fast-paced environment.
  • Excellent time management skills with a proven ability to meet deadlines
  • Customer-focused attitude, with high level of professionalism and discretion.
  • Specialized training in employment law, benefits, compensation, organizational planning, organizational development, employee relations, training, and preventive labor relations, preferred.
  • PHR or SHRM certification preferred.
  • Must be able to travel, including air travel, and work overtime as needed.
  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
  • Work schedule for this position will either be 5/8, 9/80 or be 4/10’s, Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary range for this position is: $77,001.60 - $115,502.40.

 

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
