Responsibilities

Occupational Safety & Industrial Hygiene is looking for a high caliber individual with an attention to detail to become our OS&IH Underground Manager II to help manage the improvement and implementation of safety and industrial hygiene programs in the underground facilities at the Nevada National Security Site (NNSS).

 

Key Responsibilities

  • Demonstrate environment, safety, health, and quality (ESH&Q) leadership.
  • Consistently enforce ESH&Q policies and procedures.
  • Manage all aspects of the OS&IH in underground facilities to include scientific, professional, and technical staff, facility/equipment, procedures/tools, training, programs, and project execution.
  • Ensure compliance with the requirements of 10 CFR 851 for underground facilities.
  • Create an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.
  • Ensure adequate staff are available to support operations and projects.
  • Maintain a good understanding of many topics to include Mine Safety and Health Administration (MSHA) underground operations, risk assessment, hazard analysis, exposure assessments, training development and facilitation, safety culture, issue reporting and corrective actions, and personnel performance.
    • Ability to provide effective leadership for underground operations to ensure operational compliance with 10 CFR 851, PD-P200.002, and SOP-0450.005.
  • Communicate with ESH&Q Management, Nevada Field Office (NFO) points of contact (POCs), and other MSTS customers.
  • Ensure ESH company directives and procedures are relevant, effective, and up to date.
  • Create presentations, metrics, and reports for senior management on a regular basis including but not limited to tier meetings, SMP presentations, DMOR updates, etc.
  • Develop, track, and manage key performance indicators (metrics) for multiple organizational programs and responsibilities.
  • Provide ESH&Q recommendations and guidance to underground facilities.
  • Mentor and manage multiple key OS&IH roles/responsibilities to include Subject Matter Experts and POCs.
  • Accomplish ESH&Q staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
  • Responsible for assigned operational services and for assisting the line officials/supervisors with implementing policies and procedures as they relate to ESH&Q
  • Champion the Beyond Zero Culture of Caring to enhance teamwork and safety culture among the enterprise.
  • Serve as a voting member of the Underground Facility Safety and Health Board.
  • Ensure PD-P200.002 is updated on a routine basis or as needed.

Qualifications

  • Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
  • Breadth of experience and ability to inspire and motivate others to perform well, improve and promote excellence, clearly set expectations, and make quality decisions.
  • Experience supporting ES&H in underground facilities.
  • Ability to negotiate creative and innovative solutions, to enhance productivity, and deal with ambiguity/conflicting priorities.
  • Ability to exercise clarity and directness in all forms of communication.
  • Be innovative and have good problem-solving skills.
  • Good leadership skills.
  • Attention to detail, and high degree of accuracy required in writing technical documents and ensuring all Company policies and procedures are followed.
  • Have experience with the performance review process, dealing with human resources, legal, and ADA professionals.
  • Possess excellent interpersonal skills and ability to deal with all types of people in a tactful, professional, and effective manner while screening and maintaining confidentiality.
  • Able to deal with pressure of handling multiple tasks, complaints, frequent interruptions, and time constraints.
  • Proficient in the use of multiple applications including, but not limited to Open Range, caWeb, EJTA, iCon, eREOP.
  • The primary work location will be at the NNSS (located 65 miles northwest of Las Vegas, Nevada). However, most of the time spent will be at the U1a facility at the NNSS, with time spent underground and traveling to the various underground facilities in support of these functions.
  • The work schedule is designated as 4/10s (Monday-Thursday). Overtime and off shift hours may be required.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $144,560.00 - $231,296.00.

 

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
