Responsibilities

The Information Technology Directorate is looking for a technically astute, high-performance, and self-driven leader to join our team. The individual selected for this position will report to the Network Services Manager and will oversee and coordinate network operations and monitoring, service restoration, solution provisioning, and after-hours support.  Successful candidates will spearhead the delivery of the strategic vision of the team.

 

Key Responsibilities

  • Prioritize, delegate, track, and ensure timely resolution of ticket assignments and serve as escalation point for the team.
  • Effectively develop solution scenarios and articulate suggestions and/or relay technical information either in-person, textually, or telephonically while maintaining a professional attitude and demeanor.
  • Proactively and consistently notify customers about planned maintenance, service outages, and return to service.
  • Exercise independent judgment, common sense and reason to make rapid and accurate service restoration and delivery decisions.
  • Stop or Pause work as needed to address safety concern or issue.
  • Communicate effectively with subordinates and management on a daily basis.
  • Utilize service ticketing system to capture system issues, fulfill customer service requests, assign work, and track activities.
  • Organize meetings with project stakeholders and delegated staff.
  • Coordinate and schedule activities of network technicians, including data infrastructure installation, maintenance, and problem resolution.
  • Supervise individual contributors, including approving time, conducting performance evaluations, and guiding recruitment, selection, orientation, and training of new staff.
  • Develop strategies for continual process and system improvement based on customer needs.
  • Enforce standards, change and configuration management processes, and other company policies to satisfy quality and security compliance.
  • Collaborate with other IT disciplines and functional managers to accomplish shared objectives and achieve department goals.
  • Exercise strong customer listening and service skills with dozens of functional stakeholders.
  • Schedules personnel for shift assignments, including evening and weekend response.
  • Establish, monitor, and coach job duties, goals, and personal development targets for direct reports.
  • Develop procedural consistency, seek opportunities for improving efficiency, and enhance operational tempo of Edge Technology team.
  • Develop and implement a schedule for preventative maintenance, device refresh, and infrastructure rehabilitation.
  • Maintain accuracy and currency of procedures, compliance documentation, service level agreements, and configuration management databases.
  • Proactively addresses risks to service through mitigation efforts and develops and implements corrective action plans to resolve issues.
  • Introduce and sustain best practices for documentation, knowledge transfer, and end user training
  • Develop reporting and derive metrics from ticketing system.
  • Document system changes as part of broader Change and Configuration Management process well as provide documentation for new systems as needed.
  • Accumulate service data and prepare metrics reporting on service level delivery and other activities subject to audit and analysis.
  • Monitor and analyze network performance of data center infrastructure, identify insufficient resources, and perform capacity planning.
  • Monitor and maintain UPS, temperature, and other monitoring systems to maintain adequate environment to support network equipment.
  • Develop system health maintenance calendar with automated PM task generation.

Qualifications

  • Bachelors' degree in a technology field or equivalent training and experience, plus a minimum of 8 years of related and progressively responsible experience.
  • At least 2 years of experience in Network Operations Leadership desired.
  • Able to coordinate multiple tasks, address customer concerns, cope with frequent interruptions, and deliver results within time constraints.
  • Able to safely operate a motor vehicle over uneven, steep, and hazardous terrain.
  • Demonstrable experience provisioning highly available, high performance, sustainable technology service team, both remote and on-premise.
  • Able to effectively and efficiently utilize local and remote team resources to optimize performance and achieve service targets.
  • Ability to understand operational situations, configurations and problems described in-person, textually, or telephonically.
  • Verbal and written communication skills necessary to communicate with technical and non-technical audiences.
  • Skilled at managing network carriers and telecommunication vendors to ensure that outages and service impacts are quickly addressed.
  • Experience with IT service ticketing system.
  • Achievement of ITIL or other service management certification.
  • Experience with system status and performance monitoring applications.
  • Experience with environmental monitoring devices.
  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
  • Able to work flexible hours, evenings, and weekends as required for operational service windows.
  • Able to respond to after hour calls and answer questions as needed.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $96,387.20 - $154,211.20.

 

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
