Responsibilities

The Work Planning & Control (WP&C) Division manages the Integrated Work Control Process (IWCP). The WP&C maintains company directives/procedures and forms that are essential to ensuring consistent, standard, and quality implementation and performance of the work planning and control process. The WP&C is looking to hire a strong, talented, efficient, effective, process improvement-minded Principal Work Planner / Senior Principal Work Planner to perform Davis-Bacon Determination reviews and cost estimates for each work request and assign work to the appropriate execution organization as well as help users use work planning and control systems and applications.

 

Key Responsibilities

 

Principal Work Planner Level

  • Perform and document Davis-Bacon Determinations for all new work requests, different types of work requests, and new work orders in a timely manner to support work execution.
  • Develop ROM cost estimates for work orders to make the Davis-Bacon determinations.
  • Work with planners on defining and developing scopes of work.
  • Re-evaluate Davis-Bacon determinations when work scope has changed.
  • Maintain and update Davis-Bacon Determination training course.
  • Help employees learn and use work planning and control systems (Maximo, Skills, Training, and Required Reading, and Assisted Hazard Analysis systems).
  • Help train job supervisors, foremen, and workers on their roles and responsibilities in the integrated work control process (IWCP).
  • Support organization work assignment evaluations
  • Develop, maintain, and update mobile company forms 
  • Support work management process and system improvements
  • Analyze work performance and develop metrics
  • Support corrective actions and special assignments and initiatives.
  • Perform other duties as assigned by Management.

 

Senior Principal Work Planner Level

  • Manage and maintain the Davis-Bacon Determination process and associated company documents and job aids.
  • Perform and document Davis-Bacon Determinations for all new work requests, different types of work requests, and new work orders in a timely manner to support work execution.

Qualifications

Due to the nature of our work, US Citizenship is required for all positions.

 

Principal Work Planner Level

  • Bachelor’s degree in related field and at least 8 years of professional level experience, or equivalent training and progressive, related experience.
  • Knowledge of the Davis-Bacon Act desirable.
  • Experience with construction, maintenance, or site services (roads, utilities, fleet) is strongly preferred.
  • Experience with Maximo is strongly preferred.
  • Possesses previous work planning experience at government-owned sites.
  • Experience in training personnel on processes and applications.
  • Able to utilize independent judgment, creativity, initiative, and ability to apply knowledge and experience to resolve problems and compose technical documents.
  • Able to prioritize and schedule multiple activities in the most efficient manner to meet required deadlines and management commitments.
  • Ability to communicate with all types of people, experience, and positions in a tactful, professional, and effective manner while screening and maintaining confidentiality.
  • Able to remember extensive policies, procedures, terminology, schedule, personnel, and other details.
  • Able to follow oral and written instructions and follow through on all assignments.
  • Able to work independently.
  • Able to deal with the pressure of handling multiple tasks/priorities, complaints, and time constraints.
  • Proficient in Microsoft Word, Excel, and PowerPoint.
  • Knowledge of basic grammar, spelling, punctuation, and formatting.
  • Experience with construction, maintenance, or site services activities is preferred.
  • The primary work location will be Mercury, NV at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Schedule will be 4 10s primarily teleworking, but will be required to go to the NLVF, NNSS, and other locations during training and implementation of new systems and tools.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must have a valid driver’s license.

 

Senior Principal Work Planner Level

  • Bachelor’s degree in related field and at least 12 years of professional level experience, or equivalent training and progressive, related experience.
  • Knowledge of the Davis-Bacon Act desirable.
  • Experience with construction, maintenance, or site services (roads, utilities, fleet) is strongly preferred.
  • Experience with Maximo is strongly preferred.
  • Experience with M4M is desirable.
  • Possesses previous work planning experience at government-owned sites.
  • Experience in training personnel on processes and applications.
  • Able to utilize independent judgment, creativity, initiative, and ability to apply knowledge and experience to resolve problems and compose technical documents.
  • Possesses critical thinking and problem-solving skills by evaluating alternatives and identifies solutions using systematic, multi-step approaches. Develops innovative solutions that improve project, process, or system performance.
  • Able to collaborate and facilitate discussion with users and stakeholders.
  • Able to prioritize and schedule multiple activities in the most efficient manner to meet required deadlines and management commitments.
  • Ability to communicate with all types of people, experience, and positions in a tactful, professional, and effective manner while screening and maintaining confidentiality.

Annual salary range for this position is: $94,972.80 - $173,243.20.


Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
