MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and HII Nuclear Inc.

Responsibilities

The Manager II/III reports to the Stockpile Experimentation & Operations Programs Director and oversees all work NA-113 at NNSS.

 

Key Responsibilities

 

Manager II:

  • Provide leadership in integration and successful execution of a >$50M portfolio of scientific work that sustains and expands NNSS experimental and test activities for the nuclear weapons program.
  • Develop and sustain a strong, well-trained and disciplined team of Program Managers who clearly and effectively communicate purpose, goals and strategies to groups such as Integrated Project Teams (IPT).
  • Create and maintain workforce cohesion by unambiguously communicating job expectations; monitoring and appraising work outcomes; and mentoring, counseling and disciplining employees according to MSTS policies, procedures and productivity standards.
  • Drive to enhance NNSS capabilities to provide new opportunities for MSTS involvement within NNSA weapons activities.
  • Provide high-quality reporting at all levels, e.g., weekly to MSTS and Nevada Field Office senior leadership, monthly to Laboratory partners, and quarterly to HQ NNSA Program Managers. This includes the stewardship of webPMIS to clearly convey financial status and deliverables in all reporting.
  • Demonstrate leadership that consistently reinforces MSTS environmental, safety, health and quality policies and procedures. Ensure all related requirements are implemented while emphasizing the safety of each employee and protection of equipment and property in assigned area of responsibility.
  • Ensure employee participation in MSTS environmental, safety, health and quality initiatives and immediately correct reported or observed unacceptable conditions and/or behaviors in such areas. Promote and actively participate in the MSTS safety concept while assuring that all activities to perform work safely are conducted and in place before work begins.

Manager III

  • Develop and implement a strategic plan for Research and Development Testing and Experimentation work at NNSS that accomplishes customer objectives and is integrated and in alignment with the overall goals and strategies of MSTS.
  • Provide the leadership to plan and capture of new work scope for MSTS using approved company processes and operating systems. This includes anticipating emerging/expanding customer requirements, writing white papers/proposals and coordinating with IPTs to develop work scope estimates used to seek approval to pursue new work from MSTS leadership, and delivering proposal packages to the customer in a timely manner.
  • Manages overall budget of >$50M to ensure fiscal accountability and recommends/prepares adjustments to budgets for approval by the Director of Stockpile Experimentation Operations Programs.
  • Develops Key Performance Indicator metrics for review and performance monitoring.

Qualifications

Due to the nature of our work, US Citizenship is required for all positions.

 

Manager II:

  • Bachelor's degree in a scientific field of study or extensive relevant experience as well as a minimum of 14 years of related with progressively-increasing leadership responsibilities in scientific endeavors is required.
  • Superb written and oral communication skills.
  • A solid business acumen, such as experience in program/project management, Earned Value Management System, fiscal accountability and project risk management is required. Project Management Professional certification is desired.
  • Knowledge of how Defense Programs and its functions intersect with the mission and capabilities of NNSS plus previous experience in dealing with NA-11 program elements is highly desired.
  • Proven experience in foundations for Performance Excellence in both work activities and talent management is required.
  • Experience in fostering teamwork in a competitive, milestone-driven environment is required.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

Manager II:

  • Bachelor's degree in a scientific field of study or extensive relevant experience as well as a minimum of 17 years of related progressively-increasing leadership responsibilities in scientific endeavors is required
  • Superb written and oral communication skills.
  • A solid business acumen, such as experience in program/project management, Earned Value Management System, fiscal accountability and project risk management is required. Project Management Professional certification is desired.
  • Knowledge of how Defense Programs and its functions intersect with the mission and capabilities of NNSS plus previous experience in dealing with NA-11 program elements is highly desired.
  • Proven experience in foundations for Performance Excellence in both work activities and talent management is required.
  • Experience in fostering teamwork in a competitive, milestone-driven environment is required.
  • A detailed understanding of MSTS corporate goals and a keen business acumen to expand the MSTS work portfolio in alignment with those goals is required.
  • An ease in dealing with people at all levels from front line employees to executive MSTS leadership and senior NNSA leadership is required.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.

 

Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”
