MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and HII Nuclear Inc.


The Nonproliferation Safeguards Program Manager I will report to the Defense Nuclear Nonproliferation (DNN) Director and will oversee Defense Nuclear Nonproliferation (DNN) projects focused on radiological material management and arms control projects that are administered by the Nevada National Security Site and at domestic and international locations.


Key Responsibilities

  • Mange all phases of programs for Defense Nuclear Nonproliferation Safeguards missions  (e.g., NA-21, NA-23, and NA-24) and other related programs with a value of <$50M annually (may be less based on complexity of scope, unique customer set, or visibility of program) from inception through completion.
  • Perform a variety of functions, including, but not limited to, oversight of international safeguards and arms control projects, coordination of diverse teams of scientists and engineers to deliver project results to stakeholders, development of new project proposals, and interfacing with Nevada National Security Administration (NNSA) program managers and oversight.
  • Take a leading role in coordinating new opportunities for collaboration between Mission Support and Test Services (MSTS) nonproliferation and stewardship science projects and programs.
  • Leads multiple aspects of financial planning, monitoring, reporting, scheduling, analysis, and preparation of technical/schedule information required for complex program/project planning; Coordinate and oversee integrated project teams.  Identifies, manages, and mitigates program and project risks actively.  
  • Work with MSTS) principal investigators to develop white papers and project proposals for nonproliferation Research and Development (R&D) projects.Identify new opportunities for MSTS involvement in NNSA Defense Nuclear Nonproliferation (DNN) venture projects.
  • Act as lead interface between MSTS technical teams and corresponding National Laboratory teams.Interface with MSTS) stewardship science projects and programs to develop joint R&D opportunities.Remain active in their particular field and will have a goal to continue to publish their own research and attend professional meetings to present their results. 
  • Assist the DNN Director in the strategic evaluation of program goals for long-term growth and development.
  • Provides general management, oversight, and execution of Program and Project Excellence initiatives and continuous improvement across the business and execution within assigned complex programs.
  • Interface with Mission Execution directors to provide portfolio financial updates and requirements.
  • Interface with Headquarters (HQ) Federal Program Managers to meet deliverables and provide strategic opportunities for portfolio growth.

Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor’s degree or equivalent training and experience, plus a minimum of 11 years' of related and progressively responsible experience. 
  • Master's degree or PhD in Physics, Nuclear Engineering, or a related calculus-based field is preferred.
  • Prior experience as a principal investigator or project manager on one or more Nevada National Security Administration (NNSA)  Defense Nuclear Nonproliferation (DNN) R&D projects preferred.
  • Demonstrated excellence managing large and diverse teams of scientists, engineers, and support personnel preferred.
  • Demonstrated ability to be creative and deliver upon objectives with limited pre-defined guidance.
  • Ability to interact with people throughout the technical and leadership spectrum scuccessfully.
  • Demonstrated effective technical writing and communication skills.
  • Experience working with university researchers, especially with Nevada National Security Administration (NNSA) Defense Nuclear Nonproliferation  (DNN) Consortia institutions preferred. Experience with one or more computing programming languages or mathematical computing software packages is preferred.
  • Pre-placement physical examination, which includes a drug screen, is required. Mission Support and Test Services (MSTS) maintains a substance abuse policy that includes random drug testing.
  • Must have a valid driver’s license

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.


Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”
