MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and HII Nuclear Inc.


The Engineering Department is seeking a talented and dedicated individual to serve as the Civil, Structural, Architectural and Mining Department Manager in our design team. 


The Manager II will provide multi-discipline management and support for multiple projects of varying scopes and be responsible for, the direct management of engineering personnel, technical adequacy and/or completeness of designs, and ensuring Engineering's priorities are supported as planned and as scheduled. This position will also ensure staff compliance to codes, standards, and company processes and procedures.


Key Responsibilities

  • Must be capable of providing daily oversight, technical and administrative direction to five (5) or more individuals along with serving as Subcontract Technical Representative (STR) for staff augmentation and A&E task order contracts. This position also require the individual to function with little oversight from management.
  • Management and oversight of daily execution of projects and engineering activities, providing technical and professional guidance to staff, interpreting processes/procedures along with codes and standards, determining and coordinating technical training.
  • Act as appropriate to ensure the office environment is proper for engineering work, and ensuring engineering activities are executed consistent with NQA-1, DOE 414.1D, and ISO 9001 requirements.
  • Participate in audits and assessments from DOE/NNSA, other external and internal organizations, as well as preparing reports and presentations for management, actively engaging with customers to address issues/requests, coordinating with project managers on project priorities and assigning resources to projects.
  • May be tasked to develop proposals to fund expansion of engineering capabilities, tools and technologies, review company and DOE processes, procedures and orders to ensure compliance, have a full understanding of nuclear facility safety analysis, operations, and interface requirements, perform duties as a discipline checker and perform duties as a project engineer.
  • Ability to write, evaluate, and oversee staff augmentation and task order contracts, ensure subcontract staff adheres to company requirements, coordinate subcontract security, network, and logistical requirements as well as review and approve invoices for subcontracts and materials.
  • Exercise considerable discretion and judgment in performing work and conducting evaluations of operation/process effectiveness and initiate changes as required to implement process improvements. Will work with other work groups and outside agencies, customers/sponsors, suppliers, as required, to effectively execute projects and programs.
  • Develop relationships as needed to perform work effectively and provides guidance to students, interns, contractors and other support personnel, as a mentor or as a team/project leader.
  • Interface with other team members, analyze processes and procedures to increase efficiency, monitor group performance against metrics and goals, perform employee performance evaluations and work with employees to develop goals. 


Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor's Degree in Engineering or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience in design engineering for nuclear and non-nuclear applications.
  • Licensed as a Professional Engineer, in the state of Nevada preferred, if not in state of Nevada, will need to get NV license thru comity.
  • Minimum of 5 years supervising engineering staff preferred.
  • General knowledge needed of Integrated Safety Management policies and procedures, related performance documents, organizational structure, and current energy executive orders and federal energy management goals and requirements.
  • Works under general direction, receiving guidance as required to ensure project/program objectives are met and business policies and strategies are appropriate.
  • Work Schedule will be 4/10s, Monday through Thursday.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must have a valid driver's license.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.


Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”
