    MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and Stoller Newport News Nuclear, Inc. (SN3).



    The Senior Principal Network Engineer is responsible for leading/supporting ECN programs and projects. The Senior Principal Network Engineer will also manage and lead the design, installation, operation and maintenance of the network infrastructure equipment including CISCO routers, switches and Communications Managers.

    • Designs complex network-centric solutions to meet mission demands for the Emergency Communications Network (ECN) Program at the Remote Sensing Laboratory – Nellis.
    • Generates/Reviews Engineering Change Requests (ECR) for acquisitions and integration of network related equipment and software.
    • Leads the integration and planning of network-centric hardware additions, modifications and recovery; to include budgeting and proposals.
    • Sets guidelines and service levels for network performance and capacity and reviews and directs monitoring activities.
    • Mentors other staff members and assists management with their training plans and skills assessments/matrix.
    • Support national emergency response groups’ emergency response drills, exercises, and real world events through on-call availability and travel via commercial and military aircraft when required.
    • Travel as part of an installation or restoration team when directed and participate as a deployed member of the National Emergency Response Groups when required.
    • Reviews and prepares procedures, documentation and activity reports.
    • Promote project management best practices and continuous improvement.
    • Prepares budgets and schedules and monitors expenditures and progress.
    • May ensure appropriate training, tools, hardware, and software are available.
    • May participate in management meetings to help define goals and strategies and to solve problems.
    • May establish working relationships with client and vendor organizations.
    • May represent the company when in contact with client, outside businesses, and governmental and military agencies.
    • Accept individual responsibility and accountability for environment, safety, health, and quality processes within personal control, personal safety, and the safety of co-workers. Comply with established regulations and procedures for environment, safety, health, and quality and perform duties in a way that will not cause personal danger, endanger other individuals, or violate environment, safety, health, and quality regulations.     Due to the nature of our work, US Citizenship is required for all positions.

    • Bachelor's degree in a computer-related field or equivalent training and experience and at least 12 years' of experience.
    • Experience in communications or related discipline in Telephony or Communications Networks in addition to the formal certifications preferred.
    • Knowledge equivalent to a CCIE with 12 years' experience working on network hardware, virtualization, type 1 cryptographic instruments, QoS and related technologies.
    • Required CCNP or CCDP with CCIE preferred.
    • Knowledge of routing protocols: including but not limited to RIPv2, OSPF and EIGRP.
    • Knowledge of network security: including but not limited to 802.1x, Port-Security, ACLs, MACLs, Dynamic ACLs, Cisco ASA w/ FTD, Cisco FMC and Cisco ISE (or migration from Cisco ACS to ISE), IPSec (FlexVPN or DMVPN),
    • Knowledge of: Nexus Fabric Switching, f5 Proxy Servers / Load Balancers, Cellular Routers (CalAmp/CradlePoint), SolarWinds (NPM, NCM, IPAM), GemONE & Vine.
    • Knowledge of: Telephone Switching (POTS), Fiber Optic Transmission Systems, T-1/DS-3 Analyzers, Carrier Ethernet (E-LAN/E-Line),
    • Candidate must possess one of the following skill sets in addition to expert level routing and switching experience.
    • SATCOM equipment including:
      1. iDirect 3.x or 4.x
      2. L3 Panther 1 or 2 w/ Auto-Acquire Kit
      3. Tampa Microwave Kits
      4. Spectrum Analyzers
      5. Various SSPA/BUCs
    • Voice equipment including:
      1. Cisco UCM 11.5
      2. Cisco UC Voicemail
      3. Cisco Meeting Server (formally Acano)
      4. Cisco VCS-C or Express
    • Video equipment including:
      1. Cisco SX/DX/EX, Spark
      2. Cisco TMS
    • Takes ownership of technical problems and sees them through to resolution, using an advanced knowledge level of established standards, practices and procedures.
    • Full knowledge of technical principles, theories, standards, practices and procedures.
    • Provide tier three network support for Network systems, Embedded Operating Systems and Linux, as well as the maintenance of systems: including but not limited to Rack Mount Appliances, Routers, Switches and Server Blades and Chassis.
    • Assume ownership of complete lifecycle of infrastructure systems including but not restricted to input to assessment of design, builds, post installation support, and deployments.
    • Learn and comply with validation requirements, standard-operating procedures (SOP), and change control maintenance for product life cycle.
    • Document adjustments made to hardware and software as well as provide documentation for new systems as needed.
    • Provide tier three support to Data Center environments including site recoverability of the primary data center.
    • Maintain system performance.
    • Perform within change control and ticketing system environment.
    • Participation in after-hours support pool. Requirements include evening and weekend availability.
    • Minimum of 5 years demonstrated experience in VMware vSphere or other Virtualization technologies.
    • Disaster Recovery and Backup technologies. Candidate will demonstrate complete knowledge of each.
    • The candidate should demonstrate a successful project management capability.
    • Knowledge with Microsoft Products is a plus.
    • Excellent oral and written communication skills.
    • Candidate must be a team player with good customer service skills and the ability to work flexible hours if required.
    • Ensure to exhibit strong end-to-end troubleshooting skills for system, network or application.
    • Responsible for strategic vision and purpose of IT systems according to the organizations goals, objectives, and needs.


    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.” 


    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”
