  • Qualifications

    Due to the nature of our work, US Citizenship is required for all positions.

    • Bachelor’s degree in related field or equivalent training and experience with at least 5 years relevant, progressively responsible experience.

    • Ability to demonstrate an excellent knowledge of Civil, HVAC, electrical and/or mechanical applications for use in planning and estimating work is required.
    • Experience with business software applications such as Microsoft Word, Microsoft Excel, and Computerized Maintenance Management System is required.
    • General knowledge of National Electric Code, Uniform Building Code, and Uniform Plumbing Code is required.
    • Must be able to work effectively in a team environment and provide guidance to a team of planners, schedulers, and/or other staff personnel to achieve an effective set of work plans and documents under minimal supervision.
    • 2 years’ experience in Nuclear Operations, Maintenance, and/or Construction within the Department of Energy Complex is desirable.
    • Journeyman craft worker and/or experience in planning for multi-craft work force, performing material procurements, and post maintenance testing is preferred.
    • Prior supervisory or Team lead experience.
    • Experience with Maximo Business Solution software and/or Akwire software is preferred.
    • Experience with Primavera is desirable.
    • Strong communication and teamwork skills, self-motivated, and desire to improve and learn.
    • Schedule will be 4/10s.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    • Must have a valid driver's license.

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.

     

    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    Responsibilities

    The primary role of the Work Planners is to develop Activity Level Work Documents (ALWDs) (i.e. work packages), and associated documentation, for the safe execution of work for the Construction, Maintenance, and Services organizations. ALWD development includes facilitating walkdowns and tabletop discussions, developing high-quality and complete job plans and work packages, ensuring institutional work management processes are being followed and systems being used consistently, facilitating work package review and approvals, and administering the work package completion and closure process. Roles do not include preparation of engineering drawings, development of technical operating procedures, performance of pre-job or post-job briefings, preparation of required permits, or execution of the scope of work in the work package. Although planners may have areas of expertise, input from subject matter experts (SME) for programs, facilities, engineering, experiments, systems, etc. is required for work package development.

     

    Key Responsibilities

    • Facilitate and attend walkdowns and tabletop reviews for scopes of work.
    • Preparation of job plans, ALWDs (i.e. work packages), Planning Team Job Aid (PTJA), Job Hazard Analyses (JHA), Pre- and Post-Job Briefings (PJB) for Construction, Maintenance, and Services organizations for nuclear, high-hazard, and industrial facilities and nuclear programs at the Nevada National Security Site (NNSS) and North Las Vegas Facility (NLVF).
    • Identify skill of the worker activities and initial required training for work packages.
    • Interface with supporting organizations (Engineering, Construction, Maintenance, Services, Safety, Environmental, Radiological Control, and more) to provide/include supporting documents (engineering drawings, permits, etc.).
    • Perform work package reviews and facilitate the resolution of work package issues and concerns identified during work planning and review process.
    • Ensure a high-level of quality of work packages.
    • Identify potential safety, security, quality, or performance issues in performing the work scope and bring to the attention of the appropriate SME/manager.
    • Provide, report, forecast, and maintain status updates for assigned work packages to planning supervisor and work management systems (i.e. Performance Reporting).
    • Support planning in their assigned Work Management Centers (WMC).
    • Identify, initiate, and track procurements for work packages.
    • Perform work planning according to the institutional work planning processes.
    • Champion, participate in, and implement institutional work planning process improvements.
    • Attend and participate in functional organization meetings as identified.
    • Maintain planner qualifications and participate in training opportunities.
    • Support cost estimates, where applicable.
    • Attend identified tier meetings.
    • Capture and share lessons learned and best practices.
    • Mentor other planners (based on level of experience).
