  • Qualifications

    Due to the nature of our work, US Citizenship is required for all positions.

    • Associate’s degree in related field or equivalent training and experience, plus at least 3 years' of progressive related experience.
    • Knowledge of Ciena (OTN) Optical Transport Network and (DWDM) Dense Wavelength Division Multiplexing engineering principles and standards.

    • Specific product knowledge and hands-on configuration experience with Ciena OTN/DWDM 6500, 5142, and 3932 Service Delivery Switches.

    • Installation experience with commissioning and integrating optical network devices, fiber and cable management and AC/DC/fuse panels.

    • Required to work in both an aerial and underground environment and will be responsible for splicing both copper and fiber cable.

    • Be able to respond to outages and trouble calls after hours in a timely manner. 

    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must have a valid driver's license.


    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.  Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    Individual selected for the position will be the Subject Matter Expert to support day-to-day network issues and new network commissioning for Ciena (OTN) Optical Transport Network and (DWDM) Dense Wavelength Division Multiplexing configuration, testing and implementation.

    • Monitor, identify, communicate and perform corrective actions to fix issues and assist in providing feedback for best practices resolutions affecting any fiber or fiber related equipment.
    • Proactively monitor and respond to and resolve network alarms. Management of circuits (100Gb, Ethernet & IP), perform testing of new network circuits.
    • Analyze network troubles, assess performance data and develop design optimization plans accordingly. 
    • Interface with vendors, telecom providers and other entities on complex technical matters.
    • Responsible for installation, maintenance, and engineering of outside plant cabling and intra-building feeder cabling.
    • Perform fiber locates, monitoring of construction activity, fiber splicing and termination;
    • Assembly of, installs, and/or tests transmission equipment channel banks, channel service units (CSU), digital service units (DSU), modems, routers, etc.
    • Support fiber optic cables including terminating, splicing, documenting and testing.
    • Site installations including racks, cable racks, power, grounding, and cabling.
    • Preparing procedures, documentation and reports
    • Preparing requisitions for acquisition or replacement of hardware, software, or components
    • Monitoring conformance to plans.
