    MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and Stoller Newport News Nuclear, Inc. (SN3).


    The Senior Principal Project Controls Specialist (PCS) will perform duties in support of the U.S. Department of Energy, National Nuclear Security Administration (NNSA) Mission Programs. The position will interface with the assigned Program and Project Managers, team members, and stakeholders. Responsibilities will include both schedule and cost support.

    • Oversight project controls activities for assigned programs/projects.
    • Integration of data from various formats (i.e. Maximo and Excel).
    • Presentations and regular communication with Senior Management on status, risks, and/or issues.
    • Write Company Directives and/or Desktop Instructions to support project controls initiatives.
    • Write and communicate requirements to project schedulers.
    • Develop views and/or Primavera P6 layouts for various stakeholders.
    • Mentor and train junior-level PCSs.
    • Support the development and execution of program, project, and functional planning.
    • Develop and maintain Primavera P6 schedules to include full loading of resource requirements.
    • Assist Project Managers in developing metrics to support the measurement of performance to schedule objectives.
    • Perform detailed analysis of project schedule, resources, and performance.
    • Prepare reports to reflect program/project status, schedule trends, resource requirements, and project uncertainties.
    • Assess customer needs and work to meet them.
    • Conducting project management briefings and prepare reports to reflect program/project status; cost and schedule trends, funding and project uncertainties.
    • Facilitating the management team in all phases of the program life-cycle (initiation, planning, control, and closure).


    Due to the nature of our work, US Citizenship is required for all positions.

    • Bachelor’s degree in a business related field and at least 12 years of professional level experience, or equivalent training and experience.
    • Comprehensive understanding of Primavera and scheduling concepts.
    • Ability to lead and give direction to junior staff.
    • Ability to create and forecast work by developing a detailed resource loaded schedule.
    • Communication and organizational skills and able to work effectively in a team environment.
    • Must adapt well to a changing environment.
    • Proficiency in MS Office (Excel, PowerPoint, and Word).
    • Advanced user of Excel preferred.
    • Computer skills related to the use of scheduling applications, spreadsheets, word processors, and databases. Strong P6 experience.
    • Data mining, analysis, and modeling techniques.
    • Ability to manipulate large amounts of data with minimal errors.
    • Equally competent in usage, application, and integration of both cost and schedule tools.
    • Ability to work multi-tasks and possess excellent problem solving skills.
    • Proficiency in the use of the processes and tool sets required for Senior Principal PCS
    • An understanding of construction contracting applicability and best practices.
    • Ability to handle multiple tasks in both difficult and challenging analysis situations while handling multiple tasks and setting priorities.
    • Ability to do programmatic strategic planning.
    • Ability to facilitate a complete project risk management program.
    • Ability to use the schedule to support a complete Critical Path/Float analysis.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must have a valid driver's license.

    Department of Energy Q Clearance (position may be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”


    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”
