  • Qualifications

    Due to the nature of our work, US Citizenship is required for all positions.

    • Bachelor’s degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
    • Previous demonstrated program and/or project management experience defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.
    • Experience leading or participating as a key contributor with implementation of NNSA and/or Institutional initiatives.
    • Ability to exercise high degree of accuracy required in writing technical documents and ensuring all company policies and procedures are followed.
    • Must possess excellent oral and written communication skills in order to effectively interface with all levels of the organization.
    • Must treat all information and data within the scope of the position with appropriate confidentiality and security.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must possess a valid driver’s license.
    • Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program. Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    This position reports to the Construction Division Manager within the Enterprise Infrastructure Programs (EIP) Directorate.  The position provides direct ownership and accountability for all aspects of EIP’s NA-50 Recapitalization Program.


    Key Responsibilities

    • Lead integration, relationship development and status reporting with National Nuclear Security Administration (NNSA) Headquarters customers and sponsors, Nevada Field Office (NFO) and Mission Support and Test Services (MSTS) Senior Leadership.
    • Within a Program Management framework, coordinate and lead cross functional, multi-directorate initiatives to identify, prioritize, integrate, develop, and execute construction projects that drive consolidation and modernization of the Nevada National Security Site (NNSS) Mission Facilities, Critical Site Infrastructure, and Support Infrastructure programs.
    • Primary customer interface with NNSA and NFO for NNSS’ management and implementation of the NA-50 Recapitalization Program, leading program review sessions with customers to discuss cost, schedule and technical performance.
    • Oversee and monitor the Recapitalization Program budget; provide regular updates to internal and external customers and negotiate changes to annual spend and funding plans.
    • Support and facilitate the development of annual budget programming submittals to NNSA.
    • Support and facilitate the preparation, review and technical evaluation of annual NNSS execution plans.
    • Establish milestones and monitor adherence to project plans and schedules.
    • Support the review, technical evaluation and award of construction project bids and proposals, as appropriate.
    • Participate as needed in the negotiation of contracts and contract changes.
    • Contribute to the preparation of proposals, business plans, proposals work statements and specifications, operating budgets and financial terms/conditions of contracts, as needed.
    • Represent the interests of MSTS in coordination and interface with Contractors, Project Managers, and external business partners, as needed.
    • Development and implementation of strategies to identify, manage and mitigate risk.
    • Identify program problems, develops and implements corrective actions.
    • Directs the work of employees assigned to the program from technical and/or administrative areas.
    • Facilitate integration with internal business partners and directorates.
