    MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and Stoller Newport News Nuclear, Inc. (SN3).


    Perform duties as the Administrative Specialist for the Nuclear Nonproliferation Research and Development department and support and work closely with the department manager and interface directly with multiple Directorates, Program and Project Managers, and scientific team leaders and team members within the department.  


    Key Responsibilities:

    • Manage tracking of project milestones and deliverables.
    • Track project budgets and costs and provide periodic reports internally to team leaders and department manager.
    • Manage preparation, review and submission of reports and publications.
    • Manage proposal formatting and assembly of forms and prepare preliminary proposal budget documents.
    • Submit travel reimbursement requests.
    • Coordinate visitor's schedules, tours, passed clearances, events.
    • Track funding opportunities and circulating solicitation information – check eligibility.
    • Track program achievements (publications, patents, presentations).
    • Develop, design, format, and post web materials.
    • Track inventory allocation of high value equipment within department.
    • Assist program team members in shipping and retrieving instrumentation and materials for periodic remote work.
    • Serve as P-Card holder and order non-technical supplies.
    • Assist with time reporting – pre and post lockout.
    • Collect and manage periodic budget and schedule data for department planning and corporate data requests.
    • Assist Department manager in personnel allocation planning and coordination of personnel performance reviews.


    Due to the nature of our work, US Citizenship is required for all positions.

    • Bachelor’s degree in a business related field and 5 years’ of professional level experience, or equivalent training and experience, which includes a thorough working knowledge of administrative policies and procedures.
    • Effective verbal and written communication skills.
    • Ability and willingness to work effectively in a multidisciplinary engineering and science team environment.
    • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, and Access) is required.
    • Ability to apply knowledge and experience to compose correspondence and technical reports, and accomplish goals where established procedures may not be specific is preferred.
    • Capable of working within constraints of extensive policies, procedures, and various personnel and agency schedules.
    • Excellent interpersonal skills and ability to communicate with people inside and outside the organization, representing the organization to customers and suppliers, outside agencies and other external sources in a tactful, professional, and effective manner while screening and maintaining confidentiality.
    • Ability to work without direct supervision and utilize judgement to execute work assignments and resolve problems while meeting established deadlines.
    • Must be highly organized and able to develop specific goals and plans to prioritize, organize, and accomplish work efficiently.
    • Ability to deal with pressure of handling multiple tasks, frequent interruptions, and time constraints.
    • Knowledge of business and management principles involved in planning, resource allocation, human resources, and coordination of people and resources.
    • Extensive experience in project proposal preparation in government contracting is preferred.
    • Experience with project budget tracking for project execution is preferred.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must have a valid driver’s license.


    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”


    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”
