  • Qualifications

    Due to the nature of our work, US Citizenship is required for all positions.

    • Bachelor’s degree or equivalent training and experience, plus a minimum of 14 years' of related and progressively responsible experience.
    • Must have knowledge and skills sufficient to lead the development of key program/project elements, schedule, cost, risks, and possess a strong understanding of program/project management concepts.
    • Previous demonstrated program and/or project management experience defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.
    • Experience leading or participating as a key contributor with implementation of NNSA and/or Institutional initiatives.
    • Ability to exercise high degree of accuracy required in writing technical documents and ensuring all company policies and procedures are followed.
    • Must possess excellent oral and written communication skills in order to effectively interface with all levels of the organization.
    • Must treat all information and data within the scope of the position with appropriate confidentiality and security.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must possess a valid driver’s license.

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.

     

    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    Responsibilities

    This position reports to the Mission Facilities Division Manager within the Enterprise Infrastructure Programs Directorate.  The position provides direct ownership and accountability for all aspects of scope, cost, and schedule performance and risk management of the Device Assembly Facility Program

     

    Key Responsibilities

    • Lead integration, relationship development and status reporting with National Nuclear Security Administration (NNSA) Headquarters customers and sponsors, Nevada Field Office and Mission Support and Test Services, LLC (MSTS) Senior Leadership.
    • Development and implementation of long term strategic plans that are integrated with mission requirements to provide needed space in support of mission execution.
    • Within a Program Management framework, coordinate and lead cross functional, multi-directorate initiatives to identify, prioritize, integrate and develop projects that drive consolidation and modernization of enduring support facilities and infrastructure in North Las Vegas, Area 6 and the Mission Corridor of the Nevada National Security Site.
    • Oversee and direct the development and documentation of functional and operational requirements (F&ORs) with Mission partners, facility tenants, end users and stakeholders.
    • Oversee and direct the development of specification documents in coordination with the Engineering and Procurement organizations and in accordance with company policies and procedures.
    • Support and influence technical design reviews, to ensure quality, functionality, and alignment with program needs, F&ORs and integration with long term objectives.
    • Support and facilitate the review, technical evaluation and award of bids and proposals.
    • Participate as needed in the negotiation of contracts and contract changes.
    • Coordinate the preparation of proposals, business plans, work statements and specifications, operating budgets and financial terms/conditions of contracts.
    • Represent the interests of MSTS in coordination and interface with Contractors, Project Managers, and external business partners.
    • Development and implementation of strategies to identify, manage and mitigate risk.
    • Development and implementation of strategies to improve performance, streamline processes, leverage industry best practices and lessons learned to enhance the effectiveness and efficiency of company processes that support and enable new facility construction and modernization.
    • Act as primary customer contact for program activities, leading program reviews sessions with customers to discuss cost, schedule and technical performance.
    • Establish milestones and monitor adherence to master plans and schedules.
    • Identify program problems, develop and implement corrective actions.
    • Direct the work of employees assigned to the program from technical and/or administrative areas.
    • Engage as a site representative to lead/support implementation of key NNSA/sponsor initiatives including: Enterprise building design initiatives, BUILDER, G2, space management, Asset Management Programs, etc.
    • Facilitate integration with internal business partners and directorates.
