  • Qualifications

    Due to the nature of our work, US Citizenship is required for all positions.

    • Bachelor’s degree in a related field or equivalent training and experience and at least 5 years’ related professional experience.
    • Previous experience and responsibilities may include:
      • Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints;
      • Maintaining satisfaction of stakeholders with differing needs and expectations.
      • Identifying and complying with project requirements id development of products and deliverables
      • Supporting the project team in successfully achieving project scope, schedule, and cost objectives.
    • Evaluates alternatives and identifies solutions using systematic, multi-step approaches.
    • Facilitates discussion and resolves conflicts within the Integrated Project Team (IPT) and with stakeholders.
    • Establishes trust among IPT members. Builds and uses cross-functional relationships to accomplish tasks.
    • Establishes and manages small IPTs (<10 people). Maintains and effectively leads the IPT. Achieves customer satisfaction.
    • Seeks advice from more senior project managers.
    • Demonstrates effective decision-making skills, including knowledge of how and when to escalate issued to higher levels.
    • Analyzes the risks and further impacts.
    • Knowledge and experience of Department of Energy (DOE), Department of Defense (DOD) and/or commercial nuclear construction projects is preferred.
    • Excellent working knowledge of current design codes and standards such as ACI, AISC, ASME, as well as NQA-1 requirements.
    • Knowledge of environmental compliance standards required on National Nuclear Security Administration Department of Energy (NNSA/DOE) projects.
    • Schedule Monday-Thursday, overtime may be required as projects dictate.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must have valid driver's license

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.

     

    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    Responsibilities

    The Senior Technical Project Manager (STR) supports project teams in all aspects of monitoring subcontractor performance and contractual oversight of construction projects over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing). Represents Construction during the formation and solicitation, technical evaluation, and award phases of assigned subcontracts and acts as the primary focal point for field execution issues and day-to-day technical matters on construction subcontracts.

     

    Key Responsibilities

    • Manages small projects (<$5M TPC) and project teams (<10 people) through representative project lifecycle phases..  Responsible for all aspects of managing and/or contractual oversight of small projects over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing)
    • Uses MSTS subcontract technical representative and project management processes, techniques, and tools.
    • Supports the Project Management Directorate mission.
    • Will act as MSTS Subcontract Technical Representative with the following set of responsibilities:
      • Monitoring and inspecting the subcontractor’s quality of work
      • Monitoring and validating subcontractor’s installed quantities and monthly progress payments, invoices, force account and time and manage reports.
      • Coordinate subcontractor’s activities with work performed by others. Perform surveillances and inspections of subcontractors work to confirm compliance with subcontract requirements. Review subcontractor submittals and coordinate project review of the same. Coordinate with MSTS Design Engineering and the subcontractor’s design entity for design/build subcontracts.
      • Exercise professional judgement within the framework of broad guidelines provided by superiors.
      • Monitor the subcontractors’ work processes to ensure adherence to the principles of Integrated Safety Management.
      • Provide oversight and daily reports of work performed.
      • Coordinate the onboarding (badging and training) for subcontractor employees.
      • Perform reporting of any safety or security infractions by subcontractor while work is being performed.
      • Coordinate project activities with affected building tenants and facility managers.
      • Coordinate work with assigned project manager.
    • Exposure to inclement weather possible due to work locations.
