  • Qualifications

    Due to the nature of our work, US Citizenship is required for all positions.

    • Bachelor’s degree in Business, Engineering, Finance, Accounting, or related field and 8 years' of professional level experience, or equivalent training and experience.
    • Experience and knowledge with strategic planning.
    • Able to develop, plan, and implement short and long term goals.
    • Able to use accounting, statistical, financial analysis, data base reporting and query software.
    • Familiar with software applications to quantify and illustrate financial reports, comparisons, impacts and/or projections.
    • Able to identify complex problems and review related information to develop and evaluate options and solutions.
    • Skills in budget preparation and fiscal management.
    • Able to manage large quantities of data and transactions in a financial environment. Understand financial systems, data sources, and complexities in the financial transaction processing arena.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must have a valid driver's license

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.” 

     

    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    Responsibilities

    The individual in this position will be responsible for:

    • Establishing and maintaining alignment of integrated financial plans for portfolios (Full Funding, Spend Plan, Plan Value, Estimate at Completion) by element of cost.
    • Establishing and maintaining alignment of portfolio resource demand in year of execution and forecasted out-year periods.
    • Driving change control rigor through project controls and integrated project team reporting and key performance measurements.
    • Facilitating baseline change management at portfolio level to maintain annual operating plan tie-out.
    • Preparing regular and special presentations relating to all areas of portfolio content.
    • Leading and facilitating portfolio budget development partnering with Finance and execution organizations to establish portfolio annual operating plan and forecasted out-year periods.
    • Supporting business case development, reviews, information requests, data collection, analysis, and reporting.
    • Strategic planning, deployment of goals, and monitoring and reporting of progress.
    • Delivering additional Program Integration initiatives as appropriate.
