  • Qualifications

    Due to the nature of our work, US Citizenship is required for all positions.

    • Bachelor’s degree in a calculus-based Science, Technology, Engineering, and Mathematics (STEM) field, plus at least 20 years’ relevant experience.
    • Strategic thinking, strong technical understanding, and business acumen are required.
    • Demonstrated use of stakeholders’ feedback to inform necessary improvements and adjustments to technology.
    • Ability to actively communicate, inspire and motivate employees at all levels.
    • Extensive network of collaborators both internal to the NNSS and external.
    • Must possess planning and organizational skills and initiative.
    • Must be able to effectively deal with deadlines and multiple tasks, and demonstrate leadership qualities with emphasis on continuous improvement and team building.
    • Ability and initiative to collaborate with internal and external resources is also desirable. 
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must have a valid driver’s license.

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program. Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    The successful candidate will be responsible for the development of strategies and implementation of strategies that result in the effective technology maintenance, development, and application at Livermore Operations for the National Security Enterprise (NSE).  These strategies will be aligned with the corporate vision and business goals as they flow down through the remote Livermore Operations element of the company that supports Lawrence Livermore National Laboratory (LLNL).  The job will require regular stakeholder communication across organizations and divisions within the organizations. 


    The applicant will report to the Livermore Operations manager and be located in Livermore, California.  They will work directly with the management team and Livermore Operations as an integral member responsible for growing the business, growing the organizations technical capability, and investing in ways that keep Livermore Operations viable as an essential partner with LLNL.


    Key Responsibilities

    • Identify proposal calls for business that are in alignment with strategies and pull together resources and commitments necessary to be successful. 
    • Responsible for making recommendations to Mission Execution in areas where sound technical understanding is not otherwise known or available.  These recommendations will enable leadership to make responsible decisions that yield lower risk, reduced cost, and increase competitive advantage over competing technologies or solutions.
    • Collaborate with other organizational units within the Nevada National Security Site (NNSS) to negotiate, agree on direction, and coordinate work-related changes that impact multiple organizations. 
    • Complete adequacy reviews of project execution plans, budgets, and policies that impact the strategy or solution.  It is expected that the applicant will pull together multi-disciplined teams of experts to develop solutions to problems that impact the ability of the NSE to address Stockpile Stewardship relevant issues.
    • Lead and grow the Livermore Operations portfolio of Site Directed Research and Development (SDRD) projects.  This will include both leading the effort and making staffing recommendations in areas that pertain to both immediate and strategic hiring for Research and Development at Livermore Operations.  In addition, the successful applicant will engage with other Mission Execution subject matter experts on investing in strategic SDRD that requires resources from across the NNSS to be successful. 
    • Defines cutting-edge projects that have impact on the business. Conceives plans and conducts pioneering work in heretofore unexplored areas. Exercises recognized technical leadership, creativeness, and judgment to prove or disprove the feasibility of ideas and devices.
    • Develop, define and modify strategic research objectives in the course of planning and conducting innovative work.
    • Exercises a very high degree of originality and sound judgment in formulating, evaluating, and correlating broad engineering and scientific programs. Recommendations and conclusions are considered authoritative.
    • Empowered to make independent decisions and to establish company positions.
    • Provides strategic direction to senior management and others across the Department of Energy (DOE) Complex.
    • Serve as expert adviser and consultant to internal and external senior management.
    • Develop and communicate long-range technical positions and strategies within defined corporate goals.
    • Serve on expert review panels and committees concerned with planning and inter-organizational programs, as an authoritative expert in their specialty area(s).
    • Excellent communication skills to advise customer decision makers.
    • Extensive influence on customer management and technical experts.
    • Maintain quality service by enforcing quality and customer service standards; analyzing and resolving quality and customer service problems; identifying trends; recommending system improvements.
    • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.

    • Some travel is required.
