  • Qualifications

    Due to the nature of our work, US Citizenship is required for all positions.



    • Bachelor’s degree in Business, Construction, Engineering, Project Management, or Science or related field and 12 years’ of professional level experience, including 8 years’ as a designated Project Manager, Project Controls Specialist, Business Analyst, or equivalent training and experience.
    • Master’s degree is preferred.
    • Project Management Professional (PMP), Planning and Scheduling Professional (PSP) or Earned Value Professional (EVP) certifications preferred.
    • Knowledge of Earned Value Management System (EVMS) following ANSI/EIA 748.
    • Previous project management, project controls, or business analyst experience and responsibilities should include:
      • Project initiating, planning and definition, executing and controlling, and closeout.
      • Successfully completing project scope through cost and schedule control, baseline management, risk management, subcontract management, earned value management, variance analysis, and estimate at complete development.
      • Managing communications between project stakeholders and team members.
      • Experience evaluating and accessing project team performance, developing and instructing project management educational materials, or developing project management process tools is highly desirable.
      • Leadership and team building experience. Ability to influence in a matrix environment. Must be able to work effectively in a team environment.
    • Strong goal planning and customer interface skills.
    • Critical Thinking and Problem Solving: Evaluates alternatives and identifies solutions using systematic, multi-step approaches. Data mining, analysis, and modeling techniques. Develops innovative solutions that improve project performance.
    • Decision-Making: Demonstrates effective decision-making skills, including knowledge of how and when to escalate issues to higher levels. Analyzes the risks and future impact of decisions. Use cost benefit analysis in decision-making.
    • Equally competent in usage, application, and integration of both cost and schedule tools.
    • Proficiency in Primavera (P6) is desirable.
    • Experience with Microsoft SharePoint is desirable.
    • Effective verbal and written communication skills.
    • Must be able to work effectively in a team environment.
    • Proficiency in Microsoft Office (Word, Excel, and PowerPoint).
    • Data mining, analysis, and modeling techniques. Ability to manipulate large amounts of data with minimal errors preferred.
    • Excellent problem identification, analysis, and solving skills.
    • Must be able to work independently and deal with pressure of handling multiple tasks, complaints, frequent interruptions, and time constraints with shifting priorities.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must have a valid driver's license.

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”


    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    This position will perform duties as the Business Specialist and a member of the Program Management Excellence (PMEX) organization in the Resource Planning and Integration Office (RPIO) Directorate. This position will support and interface directly with the multiple Directorates, Program and Project Managers, functional managers, and team members within RPIO.


    The PMEX organization is responsible for (1) Developing excellence with the Enterprise project management processes and tools, (2) Develop training course material, education program and project personnel, (3) Surveil project applications of the company’s processes, with an emphasis on Earned Value Management (EVM) techniques, to identify areas for recommendation and improvement, and (4) Assist, coach, and mentor project personnel and teams. This individual will be responsible in leading these core deliverables and to train, assist, coach, and mentor project personnel and teams.


    Key Responsibilities

    • Lead development and execution of several simultaneous efforts to support program and project teams across the Enterprise as assigned.
    • Lead project surveillance program to identify strengths and opportunities for improvement.
    • Possess the acumen to deliver results in a positive team-reinforcing manner as assigned.
    • Lead Program Management Maturity Model to improve current company project efficiency and develop a road to the next level of maturity as assigned.
    • Lead divisional efforts in coordinating with Information Technology (IT) and capturing, communicating, and validate system requirements as assigned.
    • Lead, develop, and teach training courses (project management and project controls) to educate program and project personnel as assigned.
    • Apply project management best practices and processes, such as planning, work authorization, monitoring project performance, and controlling the project baseline as assigned.
    • Develop relationships with program and project teams and build trust.
    • Support business reviews, information requests data collection, analysis, and reporting.
    • Implement Enterprise program/project management tools, standard program metrics, as well as training, development, and communication.
    • Understand industry accepted best practices and guidelines for Project Management, Program Management, and Project Controls. With the emphasis on U.S. Department of Energy (DOE) Order 413.3b, American National Standards Institute (ANSI) standard ANSI/EIA-748, and PM-30 Earned Value Management Systems Compliance Review Standard Operating Procedure (ECRSOP).
    • Results focused with successful track record of accomplishments through skilled use of influence, persuasion, negotiation, and problem solving.
    • Update company procedures, directives, policies, descriptions, forms, or work instructions related to project management, program management, or project controls.
    • Support functional project management tools as requested for Deltek Cobra and Oracle’s Primavera P6 Professional Project Management.
    • Provide Subcontract Technical Representative (STR) support for Project Management and Project Controls staff augmentation contracts.
    • Support and prioritize user issues with Cobra, Primavera P6, and Project Controls Reporting System (PCRS) and route as appropriate to Cobra support contractor or IT.
    • Support and maintain public and private departmental SharePoint sites.
    • Support and maintain Reporting Monthly Processing Calendar.
    • Coordinate with end users to capture requirements in coordinating with IT to create standard enterprise reports for programs.
    • Meet with report requestors to document the needs for requests being made.
    • Develop relationships with employees to better understand their processes and business needs.
    • Facilitate Annual Task Plan preparedness efforts for Business Systems.
    • Participate in continuous improvement and adaptive reviews to meet annual planning events, critical changes, and special topics.
    • Develop and coordinate long-range plans in accordance with company policy and objectives and DOE’s present and future requirements.
    • Develop and implement programs to give the company opportunities to meet its contractual work requirements in an efficient and economic manner.
    • Work with customers and DOE to evaluate the most effective schedules and methods to perform planning work.
    • Gather and organize information on programs or plan problems, or procedures.
    • Analyze data gathered and develop solutions or alternative methods of processing.
    • Plan study of work problems and procedures, such as information flow and integrated production methods.
