  • Qualifications

    • Bachelor’s degree in related field or equivalent training and experience with at least 2 years relevant, progressively responsible experience.
    • Experience in administering and maintaining the FAC0150 Facility Manager/ Alternate Facility Manager training and qualification process through the Electronic Qualification Card (EQC) system preferred.
    • Comprehensive knowledge of the Facility Manager Program, SEPs, FEPs and REOPs.
    • Advanced knowledge of Facility Manager- related company directives.
    • Ability to read and research safety plans, facility documents, work packages, and REOPs to determine detailed training for FM Candidates.   
    • Experience working with Microsoft Word, Excel, Power Point, and Outlook is required.
    • Experience working with Maximo or other comparable computer maintenance management system is highly desirable.
    • Requires excellent verbal and written communication skills.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program. Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    Responsibilities

    • Administers the Facility Manager Qualification Program (general facility qualification card) for all MSTS Facility Managers through the use of e-FOM.
      • The qualification cards endorse Facility Managers by identifying assigned facilities and the related risks and hazards, and create the appropriate training program.
      • Establishes baseline for each candidate for training, required reading, walkdowns and mentoring. 
      • Each FM will carry unique qualification cards, according to the collective tenant and facility users’ mission work.
    • Maintain the Facility Manager, Alternate Facility Manager training and qualification database through the Electronic Qualification Card Program (EQC).
    • Perform qualitative assessments of the tenant, facility, and facility user’s hazards and risks, and develop a comprehensive training program for each candidate. 
    • Performs an annual review of facility users for changes to the safety basis, risks, or hazards to ensure Facility Managers are appropriately trained. 
    • This position will serve as a Team Member for management assessments of the Facility Manager Program implementation, and will help correct any deficiencies.
    • Provides one-on-one guidance to Facility Manager Candidates on how to process through the program.
    • Responsible for updating the Facility Manager Resource Guide, which captures over 100 company documents that discuss requirements of the Facility Manager.
    • Develops, coordinates, reviews and revises company directives associated with the program and processes.
