  • Qualifications

    Required

    • Bachelor’s degree in a computer related field or equivalent computer-related experience with at least 12 years of relevant, progressively responsible experience in computer applications.
    • Operation of Linux-based programs and systems

    • Proficiency in testing and debugging of Linux-based programs.

    • Familiarity with cloud-based servers

    • Understanding cyber requirements for standard computer networks, exploits and protective measures.

    • Working knowledge of Common Operating Picture software.

    • Ability to create a Software Functionality Validation test plan.

    • Ability to provide Software Functionality Validation test report.

    • Strong written, verbal and interpersonal communication skills are necessary.

    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program. Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.” 

     

     

    Preferred

    • Working knowledge of Ubuntu Linux OS

    • Proficiency in the setup and configuration of Cloud-based, particularly Amazon Web Services (AWS)

    • Experience with the conversion of Excel formulas and data to a SQL database

    • Knowledge of Message Queue Telemetry Transport (MQTT) protocol

    • Experience with testing GUI software using a cloud-based server

    • Experience with applying and testing Google APIs for Wi-Fi and GSM locations

    • Field experience with computer systems integrated with wireless networks to include standard 802.11, Wi-Fi and ISM-bands as well as point-to-point RF links.

    • Knowledge of radiation and radiation detection principals

    • Knowledge of current radiation sensor technology

    • Previous experience with UAS and Counter-UAS technology

    • Previous experience with situational awareness systems
    • Ability to observe results and analyze from a “White cell” team approach of software, electronics and sensor systems.

    • Knowledge of DOE Order 470.4B, Safeguards and Security Program

    • Knowledge of DOE Standard 1-192-2010, Security Risk Management Technical Standard – Asset Characterization

    • Knowledge of SCADA fundamentals including NERC CIP 001 to 009

    • Knowledge of NERC CIP-014-02 standards and processes

    Responsibilities

    In support of the Special Technologies Laboratory, lead the development of test planning and procedures for hardware and software application systems, lead computer application design reviews, customize validation plans, and manage documentation of these procedures and results.  

    • Manage security settings of computer networks and cloud based systems for both the STL and sponsor systems.
    • Concurrently coordinate work, schedule and allocate resources on a diverse set of projects simultaneously.
    • Responsibilities will revolve around a variety of existing and up and coming projects.
    • Drive application development standards to simultaneously meet customer and DOE requirements.
    • Lead and contribute to technical innovation that solves customer problems.
    • Communicate effectively with customers and project managers, mentor and help develop junior personnel, and apply problem-solving skills to team tasks.
    • Mentor and assign work to junior and intern personnel.
    • Oversee and direct subcontractors on software development and cloud-based solutions.
    • Have excellent organizational skills.
    • Utilize the Earned Value Management System (EVMS) approach to project management.
    • Occasional travel is required to support customer meetings, technical conferences, and deployment of new IT-based systems.
