  • Qualifications

    • Bachelor’s degree in a related field or equivalent training and experience and at least 12 years’ related professional experience, which included at least 8 years’ as a designated Project Manager.  Master’s degree preferred.
    • Previous project management experience and responsibilities should include:
      • Managing multiple projects and project teams through representative project lifecycle phases
      • Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.
      • Maintaining communications between project stakeholders and Integrated Project Team (IPT) members.
      • Identifying and complying with project requirements in development of products and deliverables.
      • Managing the project team in successfully achieving project scope, schedule, and cost objectives.
      • Develops innovative solutions that improve project performance.
      • Managing nuclear, research and development, environmental, Homeland Security, or Department of Defense projects in a Department of Energy (DOE) National Nuclear Security Administration (NNSA) regulatory environment.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must have a valid driver’s license

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.


    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    Key Responsibilities

    • Manage the Applied Technology's Strategic Partnership Projects (SPP) and Strategic Intelligence Partnership Projects (SIPP), allowing for more work to be completed and generating additional funding for the NNSS mission
    • Manage multiple projects that may involve complex and technically challenging scopes of work over the entire lifecycle
    • Initiates collaboration with partners external to MSTS.
    • Leads collaboration to achieve mission execution
    • Proactively develop and implement strategies to mitigate risk
    • Ensure teams, processes, and deliverables comply with laws, codes, and MSTS policies and procedures
    • Meet customers' needs and requirements while providing realistic expectations
    • Establish specific customer satisfaction standards
    • Use MSTS project management processes, techniques, and tools
    • Apply project management best practices and processes, such as planning, work authorization, monitoring project performance, and the controlling of the project baseline
    • Develop and maintain strong working relationships with functional organizations
