  • Qualifications

    • Bachelor's degree in field related to the position or equivalent training and experience plus a minimum of 5 years of progressive related experience.
    • Apply knowledge of principles, concepts and theory related to the position to address issues and define and resolve problems.
    • Ability to exercise considerable discretion and judgment in performing work and conducting evaluations of process effectiveness.
    • Utilize initiative and ability to apply knowledge and experience to resolve problems and compose reports.
    • Prioritize and schedule multiple activities in the most efficient manner and meet required deadlines.
    • Communicate with all types of people in a tactful, professional, and effective manner while screening and maintaining confidentiality.
    • Ability to memorize extensive policies, procedures, terminology, schedules, personnel, and other details.
    • Proficient in all Microsoft Office applications.
    • Attention to detail and accuracy required in ensuring that policy decisions, procedures, and operations comply with MSTS and DOE regulations, procedures, and federal and state laws.
    • Must possess planning/organizing skills and initiative; employ independent judgment; and apply knowledge and experience to ensure that DOE and MSTS requirements are completed efficiently and on time.
    • Must possess interpersonal communication skills of an influencing and motivating nature to interface effectively with DOE, company personnel at all levels, and other agency and contractor security personnel.
    • Must possess the ability to understand complex data, terminology, procedures, laws, and regulations and able to use independent judgment, creativity, and initiative to evaluate alternative methods of problem solving and problem resolution.
    • Knowledge of MSTS and Contractor Protective Force procedures a plus.
    • Must possess a current DOE "Q" clearance.
    • Must obtain and maintain qualification in the human reliability program (HRP).
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must have a valid driver’s license

    Department of Energy Q Clearance (position will be cleared to this level) and Human Reliability Program (reference 10CFR Part 712. "Human Reliability Program") certification. Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program. Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    Key Responsibilities

    • Develop or assist in developing physical security and personal protection plans, programs, and criteria for Mission Support and Test Services, LLC (MSTS).
    • Supervise implementation of security and personal protection programs.
    • Prepare specifications for contract security services, assists in evaluating contractor proposals, and supervises contractor activities.
    • Maintain liaison with federal, state, and local law enforcement and emergency agencies to determine security risk conditions potentially affecting the security of MSTS.
    • Develop security awareness programs and presents training sessions for employees. Conducts investigations of criminal acts and potential threats against MSTS interests.
    • Coordinate investigative activities with appropriate management, formulates written reports, and presents oral briefings.
    • Conduct audits or surveys of security programs, performs security incident response actions and conducts inquiries.
    • Promptly correct or report any hazard or potential hazard to supervision.
    • Understand the principles associated with the MSTS safety concept.
    • Participate in and embrace MSTS environment, safety, health, and quality initiatives.
