  • Qualifications

    • Bachelor’s degree in a related field or equivalent training and experience and at least 5 years’ related professional experience
    • Previous IT project management experience and responsibilities should include:
      • Managing concurrent IT projects < $5M TPC and project teams (generally < 10 people) through the full project lifecycle
      • Defining, planning, executing, monitoring and controlling, and successfully completing all project scope in compliance with defined schedule, costs, risk and quality constraints
      • Maintaining stakeholder satisfaction among members with differing needs and expectations
      • Managing communications with stakeholders, team, and management
      • Identifying and complying with project requirements in development of products, services, and deliverables
      • Managing project teams in successfully achieving project scope, schedule, and cost objectives
    • Demonstrated critical thinking and problem solving skills.
    • Collaboration: Ability to facilitate discussion and resolve conflicts among team members and stakeholders; establish trust among project team members; build and use cross-functional relationships to accomplish project tasks; achieve customer satisfaction; seek advice from more senior project managers. 
    • Decision-Making: Demonstrates effective decision-making skills, including knowledge of how and when to escalate issues to higher level; analyzes risk and future impact of decisions.
    • PMI PMP preferred.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program. Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    • Manages all aspects of multiple concurrent Information Technology (IT) projects over the entire lifecycle for projects < $5M TPC.
    • Works in a highly matrixed organization.
    • Follows MSTS IT project management processes, techniques, and tools based on the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK).
    • Prepares and maintains IT project documentation including schedules, project management plans, requirements, test plans, risk and issue registers, lessons learned, change control documents, project charters, and all approvals.
    • Conducts project reviews for senior IT Management using MSTS IT templates.
    • Schedules and facilitates all project team meetings and conference calls.
    • Maintains regular on-going communication with project stakeholders.
    • May act as a Control Account Manager (CAM) responsible for all IT work on non-IT enterprise projects.
    • May manage projects that include software, hardware, IT infrastructure components, network communications equipment, Cyber Security tools and techniques, client computing equipment, IT process improvements, or any combination thereof.
    • Mentors less knowledgeable IT project managers.
    • Represents MSTS IT Department in a highly competent and professional manner.
