  • Qualifications

    • Bachelor’s degree in a related field or equivalent training and experience, plus at least 5 years’ related professional experience. Previous project management experience and responsibilities may include:
    • Managing or supervising small projects (<$5M TPC) and project teams (<10 people) through representative project life-cycle phases;
    • Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints;
    • Maintaining satisfaction of stakeholders with differing needs and expectations;
    • Identifying and complying with project requirements id development of products and deliverables
    • Supporting the project team in successfully achieving project scope, schedule, and cost objectives.
    • Critical Thinking & Problem solving: Evaluates alternatives and identifies solutions using systematic, multi-step approaches.
    • Collaboration: Facilitates discussion and resolves conflicts within the Integrated Project Team (IPT) and with stakeholders. Establishes trust among IPT members. Builds and uses cross-functional relationships to accomplish tasks. Establishes and manages small IPTs (<10 people). Maintains and effectively leads the IPT. Achieves customer satisfaction. Seeks advice from more senior project managers.
    • Decision-Making: Demonstrates effective decision-making skills, including knowledge of how and when to escalate issued to higher levels. Analyzes the risks and further impacts.
    • Achieves internal Project Manager Certification at the Base Level or higher within 1 year, unless there are extending circumstances
    • Knowledge and experience of DOE, DOD and/or commercial nuclear construction projects is preferred.
    • The candidate should have a good working knowledge of current design codes and standards such as ACI, AISC, ASME, as well as NQA-1 requirements.
    • Knowledge of environmental compliance standards required on NNSA/DOE projects.
    • Q clearance is not required, but applicant must have the ability to gain a Q-clearance if requested.

    Responsibilities

     

    Desired candidate will conduct strategic and tactical management planning in the Construction Department of our Engineering & Construction Division.

    • Responsible for all aspects of managing and/or contractual oversight of small projects over the entire life-cycle (initiation, planning, executing, monitoring & controlling, and closing)
    • Uses MSTS subcontract technical representative and project management processes, techniques, and tools.
    • Supports the Project Management Directorate mission.
    • Will act as MSTS Subcontract Technical Representative (STR) with the following set of responsibilities:
    • Monitoring and inspecting the subcontractor’s quality of work
    • Monitoring and validating subcontractor’s installed quantities and monthly progress payments, invoices, force account and time and manage reports.
    • Coordinate subcontractor’s activities with work performed by others. Perform surveillances and inspections of subcontractors work to confirm compliance with subcontract requirements. Review subcontractor submittals and coordinate project review of the same. Coordinate with MSTS Design Engineering and the subcontractor’s design entity for design/build subcontracts.
    • Exercise professional judgement within the framework of broad guidelines provided by superiors.
    • Monitor the subcontractors’ work processes to ensure adherence to the principles of Integrated Safety Management.
    • Provide oversight and daily reports of work performed.
    • Coordinate the onboarding (badging and training) for subcontractor employees.
    • Perform reporting of any safety or security infractions by subcontractor while work is being performed.
    • Coordinate project activities with affected building tenants and facility managers.
    • Coordinate work with assigned project manager.
    • Accepts individual responsibility and accountability for environment, safety, health and quality processes within personal control, personal safety, and the safety of co-workers. Comply with established regulations and procedures for environment, safety, health, and quality and perform duties in a way that will not cause personal danger, endanger other individuals, or violate environment, safety, health and quality regulations. Promptly correct or report any hazard or potential hazard to supervision. Participate in and embrace MSTS's environment, safety, health and quality initiatives.
