  • Qualifications

    • Bachelor’s degree in related field or equivalent training and experience and at least 8 years professional level experience which includes two years' experience in NNSS operations support, emergency management, or emergency response center operations or equivalent training and exprience.

    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Knowledge of NNSS Duty Manager Operations is highly desired. Working knowledge of DOE Order 151.1D and the National Nuclear Security Administration/Nevada Field Office (NNSA/NFO) Consolidated Emergency Management Plan desired.
    • Candidate must be able to cope with conflicting priorities, frequent interruptions, and multiple tasks during high stress operations.
    • Demonstrate leadership, command presence, strong interpersonal and communication skills. Ability to work in a rotating shift environment.
    • Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program. Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    Responsibilities

    Key Responsibilities

    • Serve as an Operations Command Center (OCC) Duty Manager.
    • Ability to work efficiently in a high stress, dynamic, and team oriented environment.
    • Ability to think tactically and possess solid problem-solving skills.
    • Act as the initial point of contact for emergencies at the Nevada National Security Site (NNSS).
    • Make time-urgent decisions such as Categorization and Classification of operational emergencies and determining initial protective actions on the NNSS.
    • Perform time-constrained internal and external notifications.
    • Act as the OCC lead during drills, exercises, contingencies, and emergencies.
    • Operate communications and data processing equipment; classified video conferencing equipment; Emergency Communications Network equipment; and, electronic notification systems.
    • Maintain electronic logs.
    • Plans, researches, and participates in training activities for team members.
    • Assists in the preparation, review, and approval of functional organization implementing and supporting procedures.
    • Work in a rotating shift environment.
    • Accept individual responsibility and accountability for environment, safety, health, and quality processes within personal control, personal safety, and the safety of coworkers. Comply with established regulations and procedures for environment, safety, health, and quality and perform duties in a way that will not cause personal danger, endanger other individuals, or violate environment, safety, health, and quality regulations. Promptly correct or report any hazard or potential hazard to supervision. Understand the principles associated with Mission Support and Test Services, LLC (MSTS) safety concept. Participate in and embrace MSTS environment, safety, health, and quality initiatives.
