  • Qualifications

    • Bachelor’s degree or equivalent in field related to traffic and transportation, plus at least 5 years of experience in an industrial traffic environment.
    • Strong attention to detail, planning, logistics, and scheduling activities are a must.
    • Ability to complete and maintain MSTS’ hazardous certification training.
    • Excellent writing, verbal, analytical, organizational, problem solving, and critical thinking skills.
    • Functional knowledge of Windows computer operating system, as well as Microsoft Office suite (Word, Excel, and Outlook).
    • Ability to adapt to a changing work environment and handle multiple priorities.
    • Applicant must possess a valid driver’s license.
    • Knowledge of MSTS’ processes and organizational structure is desired.
    • Position may require occasional travel and work assignments during non-standard hours.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.” Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    Preferred Qualifications:

    • Knowledge of emergency response management, hazardous shipping methods, and property management is desired.
    • Oracle, Federal Express’ shipping software and knowledge of Material Safety Data Sheets associated to hazardous chemicals, a plus.
    • Possession of a Commercial Motor Vehicle driver’s license is desirable.

    Responsibilities

    As the primary shipper and receiver, you will:

    • Perform wide variety of traffic and transportation activities of broad scope.
    • Establish routings and negotiate costs for the movement of inbound and outbound freight for the Remote Sensing Laboratory at Andrews Air Force Base and other areas.
    • Perform carrier evaluations for the purpose of maintaining or ceasing the use of the various carriers when transporting government property, including radiological and nuclear detection equipment.
    • Coordinate with the Department of Energy traffic, property, and field offices in support of special projects.
    • Interpret and apply rules and regulations related to detention, storage, dimensional weights, and surcharges as applied by carriers of all modes of transportation.
    • Attend training seminars in order to remain current concerning city, county, state, and federal regulations.
    • Provide technical oversight for packaging and initiation of shipping papers required for the safe transportation of hazardous materials.
    • Verify invoices for vendor payment. May reduce applicable freight costs on the vendor invoice.
    • Survey various routes and rates with carriers and utility companies for freight movement involving extremely heavy, oversize shipments and truckload shipments of highway route-controlled materials.
    • May provide staff leadership.
    • Use bills of lading, invoices, orders, packing slips or other records to verify and reconcile inventory of incoming and outgoing shipments to ensure accuracy.
    • Handle all aspects of shipping and receiving radiological and hazardous, to include international shipping and understanding export regulations and guidelines.
    • Complete required documentation and tag incoming property and equipment.
    • Properly oversee warehouse operations and may direct others in preparing outgoing and receiving incoming shipments.
    • Accept individual responsibility and accountability for environment, safety, health, and quality processes within personal control, personal safety, and the safety of co-workers. Comply with established regulations and procedures for environment, safety, health, and quality and perform duties in a way that will not cause personal danger, endanger other individuals, or violate environment, safety, health, and quality regulations. Promptly correct or report any hazard or potential hazard to supervision. Participate in and embrace MSTS environment, safety, health, and quality initiatives.
