  • Qualifications

    • Bachelor's degree in a field related to the position and a minimum of 11 years of related and progressively responsible experience, or equivalent training and experience. 
      Minimum of two years directly applied experience and knowledge including:
      • Program or project management processes, principles and  architecture for multiple key programs with progressive history or responsibility and leadership
      • Estimation methods, critical path analysis, technical market analysis and contemporary program management trends and practices
      • Linking customers, program, finance, engineering and operations functions to achieve program viability
      • Outstanding communication, interactive, presentation, negotiation and liaison skills with the ability to staff, direct, and develop employees
      • Project Management Institute Project Management Professional (PMI PMP) certification preferred
    • Department of Energy Q Clearance may be required. If required, reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.” Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing

    The Program Manager for Secondary Assessment Technologies (SAT) leads a key element under the NA-113-sponsored Science Program supporting Stockpile Stewardship goals and deliverables connected with certification and assessment of nuclear weapons with a focus on experimentation in the High-Energy-Density physics arena. Experimental initiatives under this High Energy Density Project (HEDP) program element include diagnostics and calibration support for efforts at the National Ignition Facility (NIF) at Lawrence Livermore National Laboratory (LLNL) and at the Z-Machine at Sandia National Laboratories (SNL) as well as other venues. He/she will lead a matrixed program/execution management team to develop and carry out key experimental/engineering initiatives. Responsible for program representation and negotiation with counterparts in NA-113, the Program Manager for SAT will have budgetary responsibility and ownership of scope within the associated federal funding stream. It is expected that the Program Manager will help to ensure that integrated project management processes are aligned with industry best practices and consistently applied across this portfolio.


    Key Responsibilities

    • Negotiates, evaluates, determines and executes program management activities within the SAT portfolio, reporting to the Director for Stockpile Stewardship and Experimentation (SSE) as part of MSTS NNSA Mission Programs.
    • Leads, directs, influences and exercises extensive technical knowledge and expertise to identify and mitigate program risks and to evaluate and resolve significant technical issues pertinent for key complex program(s) and supporting projects.
    • Exercises extensive knowledge of programs and business processes to negotiate and establish achievable cost and schedule parameters for key and complex programs and/or reimbursable product/service programs and related program elements. Holds executing organizations including the associated project management functions accountable for cost, schedule, and performance elements of the portfolio to satisfy business and customer expectations.
    • Leads multiple aspects of financial planning, monitoring, reporting, scheduling, analysis, and preparation of technical/schedule information required for complex program/project planning under the SAT portfolio in concert with SSE management.
    • Provide as needed, project management for HEDP (i.e. High Energy Density Project) managed out of Livermore Operations.  Previous experience should include:
    • Managing small projects and project teams through representative project lifecycle phases;
    • Defining, planning, executing, monitoring, controlling, and completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints;
    • Maintaining satisfaction of stakeholders with differing needs and expectations;
    • Identifying and complying with project requirements in development of products and deliverables;
    • Managing a matrixed project team in successfully achieving project scope, schedule, and cost objectives.
    • Performs a primary, first point of contact, technical, administrative, and logistical liaison role with the Department of Energy’s National Nuclear Security Administration, (focused on, but not limited to the office of Secondary Assessment Technologies within NA-113), the laboratories, and other integrated contractors.
    • Integrates customer needs with business competencies to drive growth in both existing and emerging markets.
    • Participates in strategic planning.
    • Represents the Director of SSE as delegated for some management responsibilities.
    • Assists the selection and development of programmatic resources.
    • Provides general management, oversight, and execution of ongoing Program and Project Excellence initiatives and continuous improvement across the business and execution within assigned complex program(s).
    • Serves as the primary Nevada National Security Site point-of-contact and liaison with program leadership in connection with the SAT portfolio.
    • Directs the work of employees assigned to the program from technical and/or administrative areas
