  • Qualifications

    • Bachelor’s degree in an engineering program accredited by the Accreditation Board for Engineering and Technology (ABET), plus at least 5 years’ relevant experience.
    • Skilled in working and communicating effectively with engineering and technical personnel from other functional groups, primarily Operations, Engineering, Maintenance, Construction and Programs
    • Comprehensive knowledge and understanding of policies and procedures relating to procurement and subcontract management methods and techniques.
    • Practical knowledge in subcontract development and award of contracting process.
    • Experience in the administration and oversight of construction, engineering and service subcontracts.
    • Demonstrated knowledge of DOE operating policies, rules, and in-depth knowledge of Federal Acquisition Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR).
    • Be people sensitive and possess skills to promote an environment for open communications, develop mutual trust and teamwork, and facilitate employee self-development.  Demonstrated skill to establish and maintain strong and effective customer relations, and to anticipate change and adjust promptly and effectively.  Must possess effective interpersonal skills necessary to deal with multiple organizational interfaces.  Demonstrated written and verbal communication skills necessary to communicate with all levels of management.   
    • Ability to travel daily to remote locations.  Work an adjusted work schedule of four, ten-hour days, not including time to travel to and from the NNSS and forward areas, with occasional extended hours or extra days as programmatic or project activity needs dictate.  Must possess appropriate, valid driver’s license.
    • Must be able to cope with conflicting deadlines, heavy workloads, and constant interruptions.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    • Perform subcontract technical representative function for the assigned area(s) of responsibility including development of scope of work packages, ensuring compliance with designated subcontract requirements, regular field inspections and audits, daily activity reports documenting inspections and observations, and interface with subcontractor personnel either directly or through other Subcontract Technical Representative (STR) personnel.
    • Interface with facility management for work scope, estimate approvals and funding distribution and with project controls and construction execution for scope development, estimate and work control preparation and approval and construction planning.
    • Through use of knowledge and experience while monitoring progress of projects and maintenance orders, identify potential problems to the technical cost and/or schedule baselines and implement the necessary corrective actions.
    • Perform review and evaluation of preliminary scope, design, schedules, and estimates for new projects to determine constructability and accuracy.
