  • Qualifications

    • Bachelor's degree in Public Affairs, Public Relations, Journalism, or related field, and a minimum of 14 years' of related and progressively responsible experience in media, public relations, and/or community relations
    • Demonstrated experience and ability to plan, manage, and develop corporate public affairs and community relations programs
    • Excellent public speaking and presentation skills and ability to maintain composure under pressure
    • Strong written communication skills with ability to quickly produce clear and concise written materials that demonstrate creativity and comprehension of the subject matter
    • Must be able and willing to travel and work overtime or hours outside of a normal work schedule; sometimes on short notice
    • Ability to interact effectively will all levels of the organization, committees, the media, the public and in large gatherings
    • Must possess management experience and demonstrated leadership competencies
    • Must have proven leadership capabilities for fostering teamwork, conflict resolution, timely decision making and problem solving
    • Must possess a working knowledge of videography, photography, social media, and graphics services
    • Current experience with media preferred
    • Must possess an appropriate and valid driver's license
    • Must be results focused with a successful track record of accomplishments through skilled use of influence, persuasion, negotiation, and problem resolution.
    • Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

      Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    Responsibilities

    This position will provide visionary leadership, prioritization, and guidance on current and future Mission Support & Test Services, LLC (MSTS) Communications and Government Affairs activities. Organization encompasses public affairs, media and community relations, Nevada National Security Site (NNSS) tour program (public and programmatic) as well as MSTS new employee tour program, graphic design, and video services.

     

    Key Responsibilities

    • Serve as the Manager over the Communications and Government Affairs organization for Mission Support and Test Services (MSTS) reporting to the Director of Human Resources and Communications and Government Affairs
    • Partner with the NNSA Nevada Field Office to proactively identify and implement solutions that address priorities
    • Develop and implement public affairs and community relations programs that support business objectives
    • Maintain local contacts and positive relations with local media representatives
    • Counsel leadership on public affairs strategies
    • Serve as liaison with the community on MSTS and NNSS activities
    • Develop, write and distribute general news stories, releases, advisories, social media posts, and other information for distribution to the public and media
    • Serve as company spokesperson, and respond to requests for information from media personnel and the public
    • Ensure NNSS public, civic or technical organizations, as well as programmatic tours are conducted in accordance with all applicable policies and procedures
    • Develop and maintain professional public relations staff in the area of media relations, social media, video and graphic production
    • Perform organization administrative functions, including salary planning; recruitment and replacement planning; communication of
      job expectations; performance evaluations; career development; enforcing systems, policies, procedures, and productivity
      standards; and budget management
    • Assign, direct, and review the work of subordinate employees
    • Create an injury and incident-free environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues
    • Assign resources in the most efficient manner possible and recognize needed positions via strategic hiring where necessary
    • Ensure overall quality of Communications and Government Affairs artifacts to meet all directives, guidelines, and procedures
