  • Qualifications

    • Bachelor's degree in Business, Engineering, Finance, Accounting, or related field and a minimum of 14 years' of related and progressively responsible experience, or equivalent training and experience.
    • Finance and/or NNSA M&O Cost Model leadership experience
    • Demonstrated leadership experience of large portfolio integrating budget and requirements
    • Demonstrated experience in resource demand and capacity analysis
    • Demonstrated experience with data mining, analysis, and modeling techniques
    • Demonstrated organization skills, communication skills, goal planning skills, and customer interface skills
    • Effective verbal and written communication skills to create a sense of buy-in among team members
    • Ability to work multi-tasks, tenacious, and possess excellent problem solving skills
    • Ability to influence in a matrixed environment
    • Must be able to work effectively in a team environment
    • Must adapt well to a changing environment
    • Power user of Microsoft Office (Excel, Power Point, and Word)
    • MBA desirable
    • Project Management Professional (PMP) desirable
    • Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.” Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.” 
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    Responsibilities

    The individual in this position will lead the activities of a team who are responsible for the following:

    • Establishing and maintaining alignment of integrated financial plans of all portfolios (Full Funding, Spend Plan, Plan Value, Estimate at Completion) by element of cost
    • Establishing and maintaining alignment of enterprise resources in year of execution and forecasted out-year periods
    • Driving change control rigor through project controls and integrated project team reporting and key performance measurements
    • Enterprise baseline change management at executive level to maintain top-line annual operating plan tie-out
    • Leading and facilitating enterprise budget development partnering with Finance and execution organizations to establish annual operating plan and forecasted out year periods
    • Leading portfolio Business Managers to consolidate and streamline portfolio operating system to meet the needs of enterprise leadership and positively drive alignment of portfolio sales, resources, and operations plans to spend plans
    • Additional Program Integration and Resource Planning & Integration Office initiatives as appropriate

     

    The successful individual in this position will also be responsible for staff competency, development, performance assessments, time keeping approval, work assignments, salary planning and assuring adherence to company policy and procedures and assure team focus on meeting functional goals and objectives.  The individual will manage cross-site utilization of personnel, must be able to lead virtually and be a strong visionary and motivating/mentoring leader for the staff and drive excellence throughout the organization.

    The individual may support various business leaders and Program Integration while assuring compliance to the management operating system and processes to ensure integrity of data. Managerial responsibilities also include departmental expense budget planning, analysis and reporting.

    Key Success Factors:

    • Manage departmental staffing forecast to meet business and functional requirements as well as assure coverage for all programs
    • Oversee and assure staff training and development with industry related best practices
    • Measures achievements and links increased employee performance based on available training; measures results over time, and identifies gaps to training plans based on program deliverables and employee performance.
    • Provides developmental and behavioral guidance for staff; works to identify gaps to behavioral goals and determines path for increased awareness and capability.
    • Responsible for the overall quality of Enterprise PIO artifacts to meet all directives, guidelines, and procedures
    • Support business reviews, information requests, data collection, analysis and reporting
    • Results focused with successful track record of accomplishments through skilled use of influence, persuasion, negotiation, and problem resolution.
