  • Qualifications

    • Bachelor's degree in a field related to the position and a minimum of 11 years' of related and progressively responsible experience, or equivalent training experience
    • Experience with Counterterrorism or Special Technologies portfolio customers
    • Minimum of two years directly applied experience and knowledge including:
      • Program or project management processes, principles and architecture for multiple key programs with progressive history or responsibility and leadership
      • Estimation methods, critical path analysis, technical market analysis and contemporary program management trends and practices
      • Linking customers, program, finance, engineering and operations functions to achieve program viability
      • Outstanding communication, interactive, presentation, negotiation and liaison skills with the ability to staff, direct, and develop employees
    • Project Management Institute Project Management Professional (PMI PMP) certification preferred
    • Department of Energy Q Clearance may be required. If required, reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.” Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing

    As a Program Manager for the Special Technologies portfolio, you will serve as primary customer contact for program activities, leading program review sessions with the customer to discuss cost, schedule, and technical performance.


    Key Responsibilities:

    • Responsible/accountable for all phases of program from inception through completion
    • Responsible for scope, cost, schedule and technical performance of assigned programs
    • Coordinate the preparation of proposals, business plans, proposal work statements and specifications
    • Develop new business or expand business with stakeholders
    • Establish milestones and monitor adherence to master plans and schedules
    • Identify program problems and obtain solutions, such as allocation of resources or changing contractural specifications
    • Responsible/accountable for the work of employees assigned to the program from execution, support, and assurance areas
    • Meet customer needs while providing realistic expectations
    • Establishes specific customer satisfaction standards and actively monitor customer satisfaction
    • Proactively develop and implement strategies to mitigate risk
