  • Qualifications

    • Bachelor's degree in a field related to the position and a minimum of 11 years' of related and progressively responsible experience, or equivalent training experience. 
    • Degree in Security or Business Management is preferred
    • Knowledge of security policies, procedures, and technical terminology associated with Security functions is required.
    • Demonstrated leadership qualities with emphasis on continuous improvement and team building are required.
    • Excellent interpersonal skills and ability to deal with all types of people in a tactful, professional, and effective manner while screening and maintaining confidentiality are required.
    • Skills to develop and analyze information for studies and reports are required.
    • Excellent oral and written communication skills with proficiency in composition, proofreading, and grammar are required.
    • Skills in personal computer software applications, including word processing, spreadsheet, and presentation software are required.
    • Ability to effectively deal with conflicting deadlines, frequent interruptions, and multiple tasks is required.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.


    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”


    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    • Perform the duties of the Facility Security Officer (FSO) and Special Security Officer (SSO) for the Special Technologies Laboratory (STL) facilities and operations located in Santa Barbara, CA. 
    • Ensure that the comprehensive security program at STL conforms and complies with the requirements and regulations in the applicable Department of Energy (DOE) Orders, special directives from IN-1 and Nevada Field Office (NFO), and Mission Support and Test Services (MSTS) Company Security Directives. 
    • Security areas of responsibility that include but are not limited to physical security, lock and key control, controlling prohibited articles, defining and maintaining facility security areas, access authorizations and security clearances, visitor control, security badges, creating, handling, storing, processing and transporting classified matter, secure communications, security training, awareness and employee briefings, OPSEC, technical surveillance countermeasures (TSCM), emissions security (TEMPEST), communications security (COMSEC), investigating incidents of security concern and assisting with the local implementation of the counterintelligence (CI) program
