  • Qualifications

    • Bachelor’s degree in field related to the position or equivalent training and experience, plus at least 5 years of relevant, progressively responsible experience, which included 2 years’ experience in nuclear operations or nuclear maintenance of systems and components of nuclear power plant and associated organizations such as those found at a US Navy Nuclear-Powered Aircraft Carrier, DOE nuclear facility, or commercial power plant. Familiarization with Conduct of Operations per DOE O 422.1, Personnel Selection, Training, Qualification, and Certification Requirements per DOE O 426.2, Facility Safety per DOE O 420.1, Radiological Control Support per 10CFR835, Price-Anderson Amendments Act and Quality Assurance requirements.

    • Experience and training in nuclear physics, electrical power theory and generating equipment, nuclear reactor technology, or reactor principles and formality preferred.

    • Knowledge, skills, and ability to comply with requirements based systems and adequately provide resolutions or corrective actions to address identified weaknesses or deficiencies. 

    • Previous experience working with facility/project management and other support organizations in promotion and enforcement of a safety conscious workforce environment.

    • Must maintain highest levels of confidentiality when dealing with proprietary information and sensitive situations when required.

    • Excellent verbal and written communication skills, computer skills in MS Word, Excel, and MS Outlook are required.

    • Must have a valid driver’s license.

    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing


    Department of Energy Q Clearance (position will be cleared to this level) and Human Reliability Program (reference 10 CFR Part 712, “Human Reliability Program”) certification. Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, will be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”


    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    This position reports to the Conduct of Operations (CONOPS) Manager of the Operations Assurance Division within the Mission Assurance Directorate.

    • Serves as a Subject Matter Expertise (SME) for Conduct of Operations principles (shift turnover, communications, repeat backs, procedure/compliance, log-keeping, required reading, on-shift training, out-of-specifications, alarm response, lockout/tagout, etc.) as disseminated through company policies, directives, and established work processes.

    • Initial assignment includes assisting facility and project management within hazard category (HazCat) 1, 2, and 3 nuclear facilities with development of CONOPS culture founded upon specific hazards presented.

    • Provide support and feedback during 3 year matrix updates as required per DOE O 422.1, “Conduct of Operations.”

    • Serve as an analysis team member in support document reviews, interviews and report writing.

    • Provide coaching to facility, project, and other company personnel concerning expected performance of company policies, directives, and established work processes.

    • Accurately convey operational and organizational performance results with the appropriate facility management, project management, and National Nuclear Security Administration Nevada Field Office (NNSA/NFO) Facility Representative.

    • Exercise independent judgment within level of responsibility as a CONOPS representative while allocated to a facility, project, document or procedure review team, or other working groups as directed.

    • Support facility critiques and fact finding activities when required.

    • Apply knowledge and training to ensure all activities are conducted safely and consistently in compliance with applicable requirements.
