  • Qualifications

    • Bachelor's degree in a field related to the position and a minimum of 20 years' of related and progressively responsible experience, or equivalent training experience
    • Experience leading transformational initiatives and/or leading enterprise level program initiatives within the NNSA M&O contracting environment
    • Demonstrated ability to achieve operational excellence, set expectations and monitor delegated activities to closure, especially with ambiguity and conflicting priorities
    • Experience leading the development of new program opportunities, including the definition, development, and preparation of proposals
    • Experience in recruiting and mentoring teams and assessing the performance and facilitating the technical execution of programmatic deliverables
    • Excellent verbal and written communication skills
    • Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program. Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    Responsibilities

    Reporting to the Senior Director, Program Integration, this position will work with the senior management team to ensure the efficient, effective and integrated implementation of corporate policies, commitments, and initiatives across the enterprise in order to enable mission success in meeting programmatic objectives and specific initiatives.

     

    Key Responsibilities

    • Provide leadership, direction, and ensure accountability for a high-level portfolio of functions, programs, and projects
    • Develop, deploy, and take accountability for all programmatic interfaces including government customers and stakeholders, including NNSA, other government agencies, and key external stakeholders
    • Develop strategic and operational plans to achieve organizational goals, anticipate and plan for future resource needs, and promote business and operational efficiencies
    • Direct all phases of a multi-year and enterprise-level initiative from inception through completion
    • Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs
    • Participate in the negotiation of contracts and contract changes and coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contracts
    • Foster successful collaborative relationships across the enterprise and maintain a collaborative working environment among the various components of the MSTS and Nevada Enterprise organizations
    • Organize, staff, and lead a combination of functions, programs, and projects ensuring adherence to the company's management and leadership philosophy
    • Demonstrate environment, safety, and health leadership and consistently enforce ES&H policies and procedures
    • Emphasize the safety of each employee and the protection of equipment and property
    • Take immediate action to correct reported or observed unacceptable safety and health conditions and/or behaviors
    • Assure that appropriate procedures, training, equipment, warnings, and tools are provided to employees to permit work to be performed safely
    • Promote and actively participate in the MSTS safety concept and support and encourage employee participation in MSTS safety initiatives
