  • Qualifications

    • Bachelor’s degree in Law Enforcement, Security, Cyber Security, an IT/computer or in a field related  to the position or equivalent training and experience plus two years of related progressive experience.
    • Strong interpersonal and oral communications skills.
    • Strong writing and analytic skills.
    • Strong understanding of IT terminology, technology and applications.
    • Ability to multi-task and prioritize in a fast paced work environment.
    • Discretion in dealing with sensitive, personal and classified information.
    • Familiarity with current trends/threats in the counterintelligence and cyber security field preferred.
    • Current/active security clearance at either the TS or TS/SCI level (strongly preferred).
    • Experience in conducting criminal and/or counterintelligence investigations preferred.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must have a valid driver’s license.

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

     

    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    Responsibilities

    The Counterintelligence Officer (CIO) reports directly to the Senior Counterintelligence Officer (SCIO) of the Las Vegas Field Office (LVFO), Department of Energy (DOE) Counterintelligence Directorate. The CIO is responsible for conducting the full range of duties associated with a Counterintelligence Officer, with a special emphasis on investigations with a Cyber Security focus.

    • Open investigations.
    • Collect background information in accordance with the Counterintelligence Directorate's Investigations Guide
    • Conduct personal interviews of subjects and associated witnesses.
    • Document results/conclusions in an accurate, timely and well written manner.
    • Establish and maintain a close working relationship with the Cyber Security Office, IT Department, and other departments as directed.
    • Represent the Las Vegas Field Office in a professional manner to senior management, and in the course of local liaison relationships with FBI, the Air Force Office of Special Investigations, and other government agencies.
    • Gather, analyze, organize and draw sound, well-reasoned conclusions based on your own research.
    • Must be able to prepare, and present to senior company management, executive level briefings on intelligence threats and , in particular, on the Cyber Security Threat posed to the Department of Energy and the Management and Operating Company, which actually runs the Nevada National Security Site (NNSS).
    • Use initiative in identifying areas of investigation, scheduling interviews and writing results.
    • Maintain currency on all trends in counterintelligence, cyber security and cyber threats through personal study, official research and attendance at DOE-hosted counterintelligence and cyber security conferences.
    • Succeed in a fast paced organization which, at any given time, is conducting multiple investigations against a wide variety of counterintelligence and counter-terrorism threats to DOE equities.
