  • Qualifications

     

    • Bachelors' degree or equivalent training and experience, plus a minimum of 5 years of related and progressively responsible experience.
    • Ability to communicate (oral and written) with employees, managers, customers, etc.; needs to be able to set priorities; problem solving; provide direction for developing subordinate personnel; monitor and measure performance of employees.
    • Must have experience using Microsoft Office (Word, Excel, and PowerPoint).
    • Must possess the ability to work under minimal supervision and be a self-starter.
    • Must be able to multi-task with numerous interruptions and changing priorities.
    • Demonstrated experience to apply the knowledge, skills, abilities, and competencies required to successfully perform the job.
    • Must possess and maintain current DOE “Q” Clearance.
    • Participation in HRP required
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must have a valid driver’s license.

     

    Department of Energy Q Clearance (position will be cleared to this level) and Human Reliability Program (reference 10 CFR Part 712, “Human Reliability Program”) certification. Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, will be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

     

    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    Responsibilities

    Supervise the Material Control and Accountability (MC&A) Material Control Program, including access control, material surveillance, material containment, and detection and assessment mechanisms.

    • Supervise the MC&A Performance Testing (PT) program
    • Work with the Performance Assurance Coordinator to develop appropriate MC&A specific PT plans and coordinate the conduct of PTs between the M&O and other outside organizations.
    • Supervision and oversight of all appointed Material Balance Area (MBA) custodians.
    • Ensure all MBA Custodians are appointed and properly trained.
    • Assist in special inventories if evaluations do not resolve out-of-alarm IDs and/or abnormal situations.
    • Participate in management assessments, procedure reviews, and other integrated MC&A projects/processes.
    • Establish and implement controls and programs that limit access to nuclear materials (NM) and MC&A equipment, detect unauthorized activities involving NM and ensure NM are in their authorized locations.
    • Resolve problems associated with physical movement and control of nuclear material, shipper/receiver differences and document flow.
    • Participate in the development of security plans, surveillance plans and associated procedures as related to MC&A requirements.
    • Maintain the status of and assist in the development of deviations in safeguards strategy to address areas where verbatim compliance is not being met.
    • Assist in the development and review of all technical procedures and plans relating to nuclear material programs.
    • Additional duties as assigned.
