  • Qualifications

    • Bachelor’s degree in related field and at least 2 years’ of professional level experience, which provided a sound working knowledge of administrative policies and procedures, or equivalent training and experience. 
    • Knowledge of business and management principles involved in planning, resource allocation, human resources, and coordination of people and resources.
    • Skill to understand the implications of new information for both current and future problem solving and decision-making.
    • Able to utilize independent judgment, creativity, and initiative to resolve problems and ensure that requirements are completed efficiently and on time.
    • Able to apply knowledge of principles, concepts, and theory related to professional business discipline/field related to the position and employ a systems approach to address issues and to define and resolve problems.
    • Able to apply knowledge and experience to compose correspondence and technical reports and accomplish goals where established procedures may not be specific.
    • Able to exercise discretion and sound judgment in performing work and contribute recommendations for improving operations/processes.
    • Ability to observe, receive, and otherwise obtain information from all relevant sources.
    • Must be highly organized and able to develop specific goals and plans to prioritize, organize, accomplish work, and meet required deadlines.
    • Must possess excellent interpersonal skills and ability to communicate with people inside and outside the organization, represent the organization to customers, the public, government and other external sources in a tactful, professional, and effective manner while screening and maintaining confidentiality.
    • Ability to develop constructive and cooperative working relationships with others and maintain them over time.
    • Able to remember extensive policies, procedures, terminology, schedules, personnel and other details.
    • Able to use software applications needed in the position, including Microsoft Suite and general office equipment.
    • Able to deal with pressure when handling multiple tasks, complaints, frequent interruptions, and time constraints.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must have a valid driver’s license

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”  

    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    Responsibilities

    • Uses discretion and independent judgement, assists management officials in planning, coordinating, and directs a variety of office management functions within the organizational unit related to business and technical operations, processes, programs, and projects.
    • Uses independent judgement to contribute recommendations for improving operations/processes, solving problems, and addressing issues for improving work group effectiveness.
    • Exchanges information and works with peers within and outside of work group, and works with outside agencies, customers/sponsors, and suppliers as assigned. 
    • Provides guidance and training to support personnel, students, interns, and contractors, as required, to complete assignments.
    • Coordinates the administration of personnel policies including requisitioning, transferring, reclassifying, performance evaluating, and terminating procedures applicable to operating unit personnel.
    • Uses discretion and independent judgment, reads and analyzes incoming memos, submissions, and reports to determine their significance and plan their distribution.
    • May perform business activities related to employee morale and recognition operations, processes, programs, and projects.
    • Facilitates purchases of small dollar items on a company credit card with disciplined auditable paperwork.
    • Coordinates purchases of larger items with company buyers.
    • Serves as time card administrator for local site.
    • Become an authorized Requester in the MSTS procurement system.
    • Obtain and manage a P-Card to procure items for LAO personnel to include purchasing from the Procurement E-Store system.
    • Performs routine administrative duties: answer phones, update phone lists, submit telephone service requests, set up VTC systems, process travel and conference/training requests, etc.
    • Accepts individual responsibility and accountability for environment, safety, health, and quality processes within personal control, personal safety, and the safety of co-workers.
    • Complies with established regulations and procedures for environment, safety, health, and quality and perform duties in a way that will not cause personal danger, endanger other individuals, or violate environment, safety, health, and quality regulations.
    • Promptly corrects or reports any hazard or potential hazard to supervision.
    • Understands the principles associated with the MSTS safety concept.
