  • Qualifications

    • Bachelor’s degree in emergency management or emergency response or in related field and and at least 5 years’ of relevant experience. 
    • Must have good technical writing (including strong proofing/editing ability with skills to develop and analyze information for studies and reports) and oral communications skills and be comfortable communicating with all levels of MSTS, NNSA/NFO management, and off-site agencies.
    • Must have experience using Microsoft Office (Word, Excel, and PowerPoint).
    • Must possess interpersonal communication skills to effectively work with on-site/off-site agencies and organizations in a professional manner.
    • Must possess the ability to work under minimal supervision and be a self-starter. Must be able to multi-task with numerous interruptions and changing priorities.
    • Must be able to cope with conflicting deadlines, frequent interruptions, multiple tasks, and changing priorities.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must have a valid driver’s license

    Department of Energy L or Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

     

    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    Responsibilities

    Serve as an Emergency Management Coordinator for nuclear and/or non-nuclear facilities/activities on the Nevada National Security Site (NNSS) for a DOE Order 151.1D-compliant Emergency Management Program. The facility preparedness staff implement requirements for the (8) High Hazard Facility-based emergency preparedness programs and the qualification of the site-wide emergency response organization.

    • Plan and conduct facility-level training and drills to ensure facility-level responders are qualified to respond to an emergency event.
    • Develop and revise facility/activity emergency response procedures in accordance with company-level requirements.
    • Support exercise design, planning, conduct, and evaluation consistent with Department of Energy and Homeland Security Exercise and Evaluation Program concepts and principles for facility and site-level exercises at various NNSS facilities/activities.
    • Develop programmatic training for all hazards and specifically assessed hazard-based scenarios.
    • Serve as reporting party to the DOE/NNSA Nevada Field Office (NFO) Emergency Management Program Manager and individual Facility Managers and NFO Facility Representatives involving any and related activities and documentation in keeping with facility and site preparedness programs.
    • Serve as a member of the NNSS Emergency Response Organization during drills, exercises, and actual emergency events. Must be willing to be on-call.
    • Conduct Readiness Assurance coordinator duties that include: Issues management tracking, programs testing and tracking matrixes, Lessons Learned tracking, and external assessment tracking.
    • Ability to work with sensitive, controlled unclassified and classified matter.
    • Other duties as directed by responsible manager
