  • Qualifications

     

    • Bachelor’s degree in education, training, instructional design, or adult education or related field or equivalent training and experience.  At least 8 years' of professional level experience

    • Adult instructional experience in training the target audience in one or more of the following areas is preferred: radiological emergency response operations, health physics, radiological fundamentals, radiological field surveys, radiation detection and measurement instrumentation, radiological/nuclear WMD, interdiction of radiological/nuclear materials, nuclear materials safeguards, management of radiological contaminated patients, radiological hazard assessments, radiological dose assessments, hazardous materials response operations, National Incident Management System (NIMS), and incident management of large scale and/or catastrophic incidents.
    • Experience regarding large scale/catastrophic incident (e.g. wild fires, severe earthquakes, terrorist attacks) emergency response, emergency management, incident command, HAZMAT, and WMD response is necessary.
    • Thorough understanding of civilian response procedures, organizations, and governmental agency interfacing is required.
    • Professional experience with the following organizations is preferred: National Fire Protection Association (NFPA), Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS), Department of Defense (DOD), Department of Energy (DOE), Domestic Nuclear Detection Office (DNDO), International Association of Fire Chiefs, International Association of Emergency Managers, and/or International Association of Chiefs of Police.
    • Experience, knowledge and application of the following guidance preferred:  Presidential Policy Directive 8, National Preparedness and associated documents and programs (e.g. National Preparedness Goal, National Preparedness System, and Strategic National Risk Assessment) DHS guidance, and all aspects of NIMS.
    • Effective oral and written communication skills.
    • Ability to adapt to a changing environment and handle multiple priorities.
    • Computer skills with software applications such as MS Office (Word, Excel, PowerPoint). 
    • Applicant selected will be subject to a Federal background investigation, DOE Q Clearance may be required at a later date.
    • Maintain a valid Driver’s License.
    • Pre-placement physical examination, which includes a drug screen, is required.  MSTS maintains a substance abuse policy that includes random drug testing.

    Responsibilities

    The Counterterrorism Operations Support (CTOS) Program is seeking a dynamic, qualified and experienced First Responder to join the Course Execution team at the Mission Support and Test Services (MSTS) office in Edgewood, NY. The CTOS mission is training our Nation’s First Responders to effectively prevent or respond to the use of radiological/nuclear Weapons of Mass Destruction. Training is performance-based and includes classroom, hands-on, web-based, and field exercise training, conducted at the Nevada National Security Site (NNSS) and at venues across the country. Target training audience includes local, State, Tribal, and Federal personnel in the following areas: law enforcement, emergency medical services, emergency management agencies, fire service, hazardous materials, public works, governmental administrative, public safety communications, health care, public health, and other skilled support personnel that provide immediate support services during prevention, response, and recovery operations.  Responsibilities include working with other Course Coordinators, the Operations Support Department, Radiological Control Technicians, Instructional and Curriculum Design teams, Course Managers, and others to effectively and efficiently deliver courses of instruction to first responders, National Guard, International constituents, and others requesting training.

    • Assist outreach personnel with registration and coordination of course delivery with the local, State, Tribal, or Federal Point of Contact (POC).
    • Work with the POC to determine appropriate classroom and drill areas based on course(s) to be delivered.
    • Interact with the assigned radiation control technician, logistics and Lead instructors to deliver the classes with the highest level of excellence.
    • Serve in multiple roles based on your training, experience and education, and may serve as the single staff member present at course deliveries.
    • Administer, coordinate and observe CTOS resident and mobile training programs.
    • Complete all required reporting documents within specified times.
    • Complete course scheduling in cooperation with outreach staff.
    • Complete contact and logistics planning with POC including identification of training venues and Radioactive Material storage requirements.
    • Coordinate with the Execution Manager, Curriculum Design manager and logistics to ensure all required material is loaded and shipped.
    • Oversee all equipment and material preparation, inspection, operation, packaging and logistics operations for the course.
    • Maintain detailed records of equipment issues including issuance and return of equipment to students and equipment in need of repair.
    • Work with Lead Instructors and course SMEs to monitor and observe instructional team to ensure all objectives are met.
    • Monitor, observe and review course delivery including setup, completion of all forms, classroom and drills.
    • Maintain a high degree of safety and compliance with all guidelines and procedures.
    • Coordinate activities with all members of the delivery team.
    • Develop class schedules, agendas and execution plans.
    • Work with Lead Instructors, the Execution Manager, the Instructor Development Manager, and others to determine most appropriate and qualified instructor assignments.
    • Observe and perform daily logistics coordination of classes.
    • Report all issues with delivery and complete all after action reports and course completion documentation.
    • Exercise good judgement and initiative.
    • Ensure training team follows all guidelines and procedures including dress code and instructional standards.
    • Communicate and coordinate with Headquarters regarding student injuries, training performance, attendance, recruiting and other general information related to the class and/or the employees.
    • Observe and/or conduct investigations as directed relative to student disciplinary issues, student grievances, instructor misconduct or other violations of CTOS standards.
    • Mentor, observe and evaluate staff as required and based on qualifications.
    • Ensure terminal objectives are met in the absence of a Lead Instructor.
    • Serve as an instructor in the classroom or drill ground when required and based on your training, work experience, and education as detailed in course material and Instructor descriptions as stated in the CTOS Instructor handbook.
    • Perform other duties as assigned by your supervisor.
