  • Qualifications

    • Bachelor’s degree in education, training, instructional design, or adult education or related field or equivalent training and experience.
    • Knowledge of instructional design methodology to include agile learning development, analysis, design, development, implementation, and evaluation processes. (Systematic Approach to Training, Successive Approximation Model or similar).
    • Knowledge of adult learning principles and facilitation methods.
    • Knowledge of learning management systems.
    • Knowledge of federal regulations, Section 508, NFPA 472, Department of Energy/Department of Homeland Security (DOE/DHS) Orders, and other guidance documents for training and instruction, specifically those impacting first responders, is preferred.
    • Experience developing classroom or small group instruction effectively for adult audiences.
    • Experience designing/developing/implementing formal training courses and programs using an agile learning development or systematic approach to training.
    • Experience using word processing, email, spreadsheet, and presentation software.
    • Effective oral and writing skills.
    • Effective communication and interpersonal skills.
    • Experience using FrameMaker software application preferred.
    • Experience in training development and/or instructing the primary target audience, which includes local, State, and Federal personnel in the following areas: law enforcement, emergency medical services, emergency management agencies, fire service, hazardous materials, health care, public health, and other skilled support personnel that provide immediate support services during prevention, response, and recovery operations preferred.  
    • Experience in one or more of the following areas is preferred: radiological emergency response operations, radiation detection and measurement instrumentation, radiological/nuclear WMD, interdiction of radiological/nuclear materials, and hazardous materials response operations preferred. 
    • Experience preferred in web based course development.
    • Applicant selected will be subject to a Federal background investigation, DOE Q Clearance may be required at a later date.
    • Maintain a valid Driver’s License.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    Responsibilities

    Serve as a Counterterrorism Operations Support (CTOS) Center for Radiological/Nuclear Training (CRNT) Instructional Designer located at the Mission Support and Test Services (MSTS) office in North Las Vegas, NV. The CTOS mission is training our Nation’s First Responders to effectively prevent or respond to the use of radiological/nuclear Weapons of Mass Destruction. Training is performance-based and includes classroom, hands-on, web-based, and field exercise training, conducted at the Nevada National Security Site (NNSS) and at venues across the country. Target training audience includes local, State, and Tribal personnel in the following areas: law enforcement, emergency medical services, emergency management, fire service, hazardous materials, public works, governmental administrative, public safety communications, health care, public health, and other skilled support personnel that provide immediate support services during prevention, response, and recovery operations. Responsibilities include working independently and with other CTOS Instructional Designers to develop and implement training courses using the Systematic Approach to Training (SAT) methodology for training development, including Analysis, Design, Development, Implementation, and Evaluation (ADDIE). 

    • Develop classroom training programs using the Systematic Approach to Training (SAT) methodology and/or other agile learning design method, including the ADDIE model of analysis, design, development, implementation, and evaluation. 
    • Use Presidential Policy Directive-8 (PPD-8), National Preparedness Guidelines, Department of Homeland Security (DHS) guidance, training documents, task lists, and Subject Matter Experts (SMEs) to develop performance based training for resident courses at the NNSS National Security Site, mobile training team delivery, and online delivery.
    • Ensure currency of training materials to include revising course analysis documents, lesson plans, tests, and training effectiveness tools.
    • Maintain test examinations banks and/or examinations used to evaluate personnel.
    • Participate in periodic training evaluations / assessments to determine training effectiveness.
    • Represent Research Analysis and Development (RAD) on project teams or company initiatives containing training elements and assist in developing training delivery strategies.
    • Perform all levels of analysis, including needs, job, task, and content analyses.
    • Assists with development of new training projects, including web-based/mobile app training, as supervised by the team Manager.
    • Under guidance from a Subject Matter Expert (SME) and the team Manager, conduct and evaluate new and existing training programs and provide follow-up analysis of training results.
    • Work under the direction of a senior/experienced Instructional Designer or supervisor.
    • Promptly correct or report any hazard or potential hazard to supervision.
    • Participate in and embrace MSTS environment, safety, health, and quality initiatives.
