  • Qualifications

    • Bachelor’s degree in a recognized business, marketing, government policy, or STEM discipline, and a minimum of 11 years' of related and progressively responsible experience, or equivalent training and experience
    • Demonstrated ability to be creative and deliver upon objectives with limited pre-defined guidance
    • Demonstrated experience managing contracts and requirements
    • Ability to successfully interact with people throughout the technical and leadership spectrum
    • Demonstrated effective technical writing and communication skills
    • DEPARTMENT OF ENERGY Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”
    • Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    Desired Qualifications:

    • Master's degree in a business, marketing, government policy, or STEM field
    • Demonstrated record of achievement in creating effective partnerships with the DOE/National Nuclear Security Administration (NNSA) and other government agencies/departments
    • Demonstrated ability to efficiently and effectively mature ideas from initial concepts to business cases
    • Demonstrated experience in successfully working STR and procurement subcontracting.
    • Ability to use software including strong skills and experience with Microsoft Office (Word, Excel, PowerPoint, Outlook). Ability to learn and use new software applications and tools
    • Ability to work in a dynamic, time constrained environment, and prioritize tasks effectively

    Responsibilities

    The Strategic Development Program Manager reports directly to the Strategy Development Manager at Mission Support and Test Services (MSTS), LLC.  The Strategy Development Department is responsible to the MSTS Strategic Initiatives Director under the Senior Director of Program Integration.

    The successful candidate will perform a variety of functions including, but not limited to: managing, assessing, defining, and measuring processes designed to improve our customer and partner experiences and relationships; managing strategic small business subcontracts, acting as the Subcontract Technical Representative (STR), and defining taskings; manage and lead requirements review processes and forums, both internal and with our Nevada Field Office (NFO) partners; and identify and lead white paper and business case development projects as well as other strategic initiatives as they are identified.

    Responsibilities include:

    • Design, lead, and facilitate the Performance Evaluation Management Plan (PEMP) process to support self assessments; directly interfacing with the IPT leaders, programs, and functional areas across the MSTS enterprise to achieve a successful outcome.  Designate expected qualitative and quantitative objectives to achieve the expected score.
    • Perform STR duties on subcontracts. Solicit, identify, define, and deploy taskings in support of our 5 year strategic objectives.
    • Execute and manage the Standards and Directives Reform Plan
    • Define a charter and gain support for a joint NFO/MSTS Requirements Review Board to examine cost / benefit of new contract clauses and other new requirements.
    • Identify, lead, and/or conduct Business Case Analyses as necessary to achieve company goals and strategies.
    • Design, define, and deploy VOC/OVOC (Voice of Customer / Observational Voice of Customer) and relationship maturity processes to establish baselines and drive improvement.
