  • Qualifications

    Senior I&C Engineer

    • Minimum Education and Experience: Bachelor’s degree in an engineering program accredited by the Accreditation Board for Engineering and Technology (ABET), plus at least 5 years’ relevant experience. Skill building experience must demonstrate either deeper technical specialization or additional cross-disciplinary knowledge. Graduate research experience may be recognized.
    • Knowledge of how codes and standards of other disciplines affect their discipline.
    • Knowledge is typically within one technical discipline or related disciplines.

    Principal Instrumentation & Control Engineer

    • Minimum Education and Experience: Minimum Education and Experience: Bachelor’s degree in an engineering program accredited by the Accreditation Board for Engineering and Technology (ABET), plus at least 9 years’ relevant experience. Skill building experience must demonstrate either deeper technical specialization or additional cross-disciplinary knowledge. Graduate research experience may be recognized.
    • PE license or other certification desirable but not required
    • Membership in discipline organizations (ACI, AISC, ASME, etc.) desirable but not required
    • Working knowledge of Rural Electrification Administration and CFR.  Experience with network diagrams, plan layouts, control schematics, subcontractor specification and technical oversight.  Experience in DOE nuclear facilities or NRC is highly preferred.

     

     

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

    Responsibilities

    The Instrument & Control (I&C) Engineer participates in planning, specifying, scheduling, designing, implementing, and commissioning Facility and  Infrastructure design changes at the Nevada National Security Site (NNSS).  In this role, the I&C Engineer must take a disciplined approach to evaluating existing conditions and devising upgrade designs to highly regulated nuclear safety related facilities.  Familiarity with Department of Energy (DOE) or Nuclear Regulatory Commission (NRC) regulated design changes is highly desirable.

    This role requires a broad range of skills, knowledge, and expertise. These include:

    • Institute of Electrical and Electronics Engineering (IEEE) - 1012 Verification and Validation of software requirements, electric circuit analysis, specifying compatible electric and electronic components, network design, cable installations, and an understanding of process control (e.g., ventilation, hydraulics, electrical generation and distribution, Public Address systems, access control and security, and Builidng Automation).
    • Skills needed to support ongoing projects incclude: cable and conduit installation field engineering, control system installation during sustained facility operation, testing and commissioning planning and execution, evalation of existing field conditions against configuration managed design drawings and reconciliing discrepancies.
    • Working knowledge of Rural Electrification Administration and Code of Federal Regulations (CFR).
    • Experience with network diagrams, plan layouts, control schematics, subcontractor specification and technical oversight.
    • Experience in Department of Energy (DOE) or commercial nuclear facilities is preferred.
    • Highly desirable experience: Requirements traceability, control system component specification and selection; sub-contractor technical interface and oversight; field engineering support for construction and retrofits; motor controllers and Variable Frequency Drives (VFD); SCADA/DCS/System Integration working knowledge of Programmable Logic Controllers (PLC); Remote Terminal Units (RTU); Web Relays; Internet of Things (IoT) Devices.

     

    Key Responsibilities for Senior I&C Engineer

     

    • Devises imaginative, thorough, and practical solutions requiring evaluation of standards and processes. Solutions may be unique
    • Coordinates execution of assigned projects.
    • Develops processes, procedures, work instructions.
    • Prepares procurement requirements and work statements for subcontracts, and evaluates bids.
    • Contributes to strategies, reports and technical proposals.
    • Guides implementation and utilization of technology for both experimental and operational needs.
    • Serves as an internal subject matter expert in their discipline and is recognized by their colleagues as such.
    • Builds teaming relationships with technical and other company organizations.
    • Develops equipment or work specifications, evaluates bids and makes recommendation for awards of purchase contracts.
    • Receives general direction and technical guidance on complex issues and projects of broad scope.
    • Performs design and technical activities that require interpretation and correlation of codes and standards, complex computer software, and unique process and procedures tailored for the work being executed.
    • Supports field programs through assessment and interpretation of field conditions.
    • Contributes to development of engineering solutions employing new principles, concepts, and/or techniques. Demonstrates advanced communication skill necessary to effectively collaborate in a team environment. 
    • Serves as lead on teams requiring coordination with other teams. Coordinates work with other project team members.
    • Defines training program for less experienced staff in engineering skills. Advisor on work of less experienced staff.
    • Provides expertise on operational goals.
    • Executes work in a disciplined manner to demonstrate compliance with laws, codes, orders, and MSTS policies and procedures.
    • In addition to fulfilling basic ESH&Q obligations: 
      • Assumes increased responsibility for safety as job responsibilities expand.
      • Work may affect public health and safety.
      • May participate on a safety team.

     

    Key Responsibilities for Principal I&C Engineer

     

    • Devises solutions to highly complex technical problems of broad scope. Solutions may require resolving conflicting customer expectations and design requirements, utilizing unconventional technology and materials, and cross-disciplinary integration.
    • Coordinates complex projects including team members external to MSTS. Focuses on projects of substantial complexity and broad scope, requiring interdisciplinary coordination.
    • Interprets and adapts guidelines for specific cases.
    • Evaluates processes, procedures, and work instructions to improve performance.
    • Prepares work statements for complex subcontracts and procurements, evaluates bids and makes recommendation for awards.
    • Provides expertise on operational goals.
    • Serves as consultant to less experienced engineers, providing practical advice on implementation of solutions for organizational goals.
    • Defines customer needs and develops technical proposals.
    • Conducts or leads research; develops and designs new instrumentation, equipment, and procedures for testing and solving problems; presents papers; and keeps abreast of new technological developments, methods or materials, keeping management informed of important new advances.
    • Directs the work of contractors and suppliers by ensuring their efforts are integrated and focused on established objectives.
    • Ensures team’s processes and deliverables comply with laws, codes, orders, and MSTS policies and procedures.
    • Develops and presents education or training in applicable discipline.
    • In addition to fulfilling basic ESH&Q obligations:
      • Must address all aspects of safety in design and execution of work.
      • Work may affect public health and safety.
      • Likely to act as a safety team lead.
      • May help formulate ESH&Q protocols.
