  • Qualifications

    • Bachelor's degree in a field related to the position and a minimum of 11 years' of related and progressively responsible experience, or equivalent training experience, plus experience in communications or related discipline in Telephony or Communications Networks in addition to the formal CISCO certifications.
    • Knowledge of the Emergency Communications Network and the Remote Sensing Laboratory’s mission is desired.
    • Demonstrated expert knowledge of modern principles and practices of Cyber Security; certification and accreditation, network architecture, vulnerability identification and remediation, network forensics, ability to assist during an intrusion investigation.
    • Routing and Switching products from a formal training institution or relevant experience.
    • Knowledge of network based services and client/server applications, familiarity with intrusion detection systems, familiarity with network architecture and security infrastructure placement.
    • Understanding of encryption technologies, identity and authentication technologies.
    • Standardized Network Design, QOS Theory and Implementation, Network Security, Telephone switching, Fiber Optic Transmission systems.
    • Knowledge of packet inspection, IDS/IPS, HBSS operations, firewall policies, creation of custom host based and perimeter IDS/IPS signatures.
    • Must have working technical knowledge of Microsoft Window environment including Microsoft Exchange Server, Microsoft Active Directory, Window 2008 Server, Windows 7, Windows XP, and Microsoft Office 2007.
    • Working knowledge of LAN/WAN infrastructure to include fast Ethernet and TCP/IP.
    • Candidate must have a valid driver’s license.


    Department of Energy Q Clearance (position will be cleared to this level).  Review and tests for the absence of any illegal drugs as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter.  Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.  Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.” 


    Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age.      Reference DOE Order 472.2, “Personnel Security".

    • Must be able to serve as a network manager for the Emergency Communications Network (ECN).
    • Perform the role of ECN architect and be responsible for leading/assisting the Department and Section Managers with various programs and projects.
    • Able to lead the network team as their first line manager and identify what training curriculum to provided end users support and maximum network capability.
    • Oversee use access to the network and maintain a good user experience.
    • Responsible for purchasing and maintaining networking equipment and infrastructure.
    • Plan network infrastructure for new applications and services through the CMB Process.
    • Must manage projects to include scheduling, budgeting, cost estimates, tracking and report requirements.
    • Must manage and ensure implementation of best “current” practices.
    • Leads design/deployment/maintenance of new and existing network/security infrastructure capabilities.
    • Will write technical proposals, procedures and prepare network design documentation.
    • Assist the Information Security Site Manager (ISSM) with execution of their assigned duties.
    • Act as liaison and collaborates with Cyber Security, IT staff, Counterintelligence, customers, other organizations (within NvE and at other DOE sites), US CERT and law enforcement.
    • Support national emergency response groups’ emergency response drills, exercises, and real world events through on-call availability and travel via commercial and military aircraft when required.
    • Contribute in a team environment to evaluate new technologies and provide recommendations.
    • Must be able to travel as part of an installation or restoration team when directed and participate as a deployed member of the National Emergency Response Groups when required.
    • Promotes project management best practices and coaches project team members in applying the necessary skills, knowledge, and abilities that promote project success and continuous improvement.
    • Perform related work as assigned by Manager and may direct overall activities on specific assignments.
